About the Organisation

Makerere University Joint AIDS Program (MJAP) emerged from the Mulago-Mbarara Teaching Hospitals Joint AIDS Program (MJAP) which was established in November 2004 under the then Makerere University Faculty of Medicine. With funding from the US President’s Emergency Plan for AIDS Relief (PEPFAR) and technical assistance from the United States of America Centers for Disease Control and Prevention (CDC), MJAP established a strong trail in the provision of quality comprehensive HIV/AIDS and Tuberculosis (TB) services.

Overtime, MJAP has broadened its work beyond the support of provision of comprehensive HIV and TB services to include capacity strengthening for health care workers across Uganda and conduct of research to inform policies for HIV/TB and other HIV comorbidities in the country.

Currently, the flourishing institution plays a pivotal role in the Uganda health care system having developed strong links with the Ministry of Health through its contribution to various technical working groups and long term support of HIV/TB services in districts, regional referral hospitals and public health facilities across the various regions in the country.

Job Description

MJÁP was granted the PEPFAR funding Award for the USAID Local Partner Health Services in the East Central Uganda. Under this activity, MJAP supports public health facilities and their communities in 12 districts that include Bugiri, Bugweri Busia, Buyende, Iganga, Jinja, Kamuli, Kaliro, Luuka, Mayuge, Namayingo and Namutumba: to implement quality Integrated HIV/AIDS and TB services and contribute to the attainment and sustenance of epidemic control. MJAP is looking for competent, passionate, and committed individuals to fill the following positions:
2. Locum Procurement Assistant (1)

All MJAP employees are expected to maintain high ethical standards, protect organizational integrity and reputation, and ensure that MJAP work is conducted in honest and fair
methods, in accordance with the MJAP Human Resource policies. Any policy Violations shall be subject to corrective action up to and including termination of employment.

Duties and Responsibilities

  • Purchase Order Processing: Assist in processing purchase orders, including verifying specifications, quantities, and prices.

  • Vendor Management: Communicate with vendors to obtain quotes, negotiate prices, and track delivery schedules.

  • Sourcing: Research potential suppliers, products, and services to support procurement needs.

  • Contract Management: Assist in reviewing and drafting contracts, ensuring compliance with procurement policies and regulations.

  • Inventory Control: Support in managing inventory levels and monitoring stock levels to prevent shortages or excess inventory.

  • Data Entry and Record Keeping: Input procurement-related data into databases or procurement systems accurately and maintain procurement records.


  • Invoice Processing: Assist in reviewing and processing supplier invoices, reconciling them with purchase orders and delivery receipts.

  • Compliance Monitoring: Ensure compliance with procurement policies, procedures, and regulatory requirements.

  • Reporting: Prepare reports on procurement activities, including spending analysis, supplier performance, and savings achieved.

  • Administrative Support: Provide general administrative support to the procurement team, such as filing, organizing documents, and scheduling meetings.

  • Problem-Solving: Assist in resolving procurement-related issues or discrepancies that may arise during the procurement process.

Qualifications and Competencies

  • Attention to Detail: Ability to accurately process procurement documents and maintain precise records.

  • Communication Skills: Effective verbal and written communication skills to liaise with vendors, colleagues, and other stakeholders.

  • Organizational Skills: Capacity to manage multiple tasks, prioritize workload, and meet deadlines in a fast-paced environment.

  • Analytical Skills: Ability to analyze data, identify trends, and make informed procurement decisions.

  • Computer Proficiency: Familiarity with procurement software, Microsoft Office suite (especially Excel), and other relevant computer applications.

  • Knowledge of Procurement Processes: Basic understanding of procurement principles, practices, and procedures.

  • Negotiation Skills: Ability to negotiate effectively with suppliers to obtain favorable terms and pricing.

  • Problem-Solving Skills: Capacity to identify issues, analyze problems, and propose solutions to procurement-related challenges.

  • Team Player: Willingness to collaborate with colleagues in the procurement department and other departments.


  • Adaptability: Flexibility to adapt to changing priorities and work under pressure to meet procurement needs.

  • Education and Experience: A degree in business, procurement, supply chain management, or a related field may be preferred. Relevant work experience in procurement or purchasing roles is also beneficial.
