Reports to: Head of Finance
Reference: QSSU-MIUL-PO–PROCUREMENT OFFICER
About the Role
Q-Sourcing Servtec, a regional manpower and HR solutions firm operating across East Africa, is hiring a Procurement Officer on behalf of our client in the oil and gas sector. The successful candidate will be responsible for overseeing all procurement functions including sourcing, contracting, logistics, and supplier management, ensuring efficient and compliant purchasing of goods and services across the company’s operations.
Duties, Roles and Responsibilities
Strategic Sourcing & Contract Management
Develop and implement procurement plans aligned with operational and project needs.
Source and acquire goods and services, including technical equipment, vessel spare parts, and terminal consumables.
Manage framework agreements, service contracts, and supplier performance metrics.
Conduct supplier prequalification, due diligence, and risk assessments.
Draft, negotiate, and manage procurement contracts in collaboration with legal and compliance teams.
International Procurement & Logistics
Handle global sourcing processes including Letters of Credit (LCs), customs documentation, and international freight coordination.
Track shipments, monitor delivery timelines, and minimize supply chain disruptions.
Stay current with Incoterms, global trade regulations, and local customs requirements.
Inventory & Stores Oversight
Coordinate inventory planning to ensure availability of critical parts and consumables.
Work with warehouse teams to maintain stock accuracy, implement control systems, and support demand forecasting.
Support safe and optimized storage of materials and liaise with maintenance teams for just-in-time supply.
Supplier Management & Reporting
Maintain a reliable supplier database with updated certifications and performance records.
Conduct supplier evaluations and audits focusing on delivery timelines, product quality, and compliance.
Monitor procurement spend, generate reports (cost savings, performance metrics, spend analysis), and provide data insights to leadership.
Ensure procurement documentation is accurate, traceable, and audit-ready.
Compliance & Internal Coordination
Ensure procurement operations adhere to company policies, internal controls, and Ugandan procurement regulations.
Collaborate with internal departments (engineering, logistics, finance, legal, and stores) to align procurement with organizational goals.
Remain informed on market trends, procurement innovations, and best practices in risk mitigation.
Qualifications, Education and Competencies
Bachelor’s degree in Procurement & Supply Chain Management, Business Administration, Engineering, or a related field.
Professional certification (e.g. CIPS, CILT) is an added advantage.
3–5 years’ experience in procurement, ideally within the energy, logistics, or marine sectors.
Solid experience in contract management, international sourcing, and procurement of technical spare parts.
Working knowledge of ERP/procurement systems (SAP or equivalent).
Strong understanding of Ugandan procurement laws and global trade regulations.
High level of integrity, organizational skills, and ability to manage multiple priorities.
