About the Organisation
The Agency for Accelerated Regional Development (AFARD), in partnership with six implementing organizations — African Agribusiness Incubation Network (AAIN), Omia Agribusiness, Agromax, Tropical Institute of Development Innovations (TRIDI), Uganda Rural Development and Training Institute (URDT), and Gudie Leisure Farm (GLF) — and in collaboration with the Mastercard Foundation, will implement a transformative five-year program titled “Sustainable Inclusive Youth Employment Pathways (SIYEP)”.
The SIYEP program is part of the Young Africa Works Strategy and aims to tackle youth unemployment among young women in West Nile, Karamoja, Acholi, Central, and Western Uganda. The initiative targets to directly reach 258,000 young women, including 7% refugees and 5% young women with disabilities (YWWDs). The goal is to transition 90% of participants into employment, and ensure 70% secure dignified and fulfilling work.
Key interventions will include institutional capacity building, market-relevant training, skilling, incubation, and improved access to capital and markets. Implementation will engage Technical and Vocational Education and Training (TVET) institutions, local artisans, and incubation centers, working closely with both local and central government entities such as:
Ministry of Education and Sports (MoES)
Ministry of Gender, Labour and Social Development (MoGLSD)
National Council for Higher Education (NCHE)
Uganda Business and Technical Examinations Board (UBTEB)
Directorate of Industrial Training (DIT)
Uganda National Bureau of Standards (UNBS)
Uganda Registration Services Bureau (URSB)
Uganda Revenue Authority (URA)

Job Description
Reporting to the Programs Manager and supported by the SIYEP PMEL Specialist, the Monitoring and Evaluation Officer will lead the implementation of the program’s PMEL framework. They will provide technical and operational support to ensure accurate and timely data collection and analysis, foster accountability and feedback mechanisms, and facilitate learning for continuous improvement. The officer will be a key player in documenting program impact and ensuring inclusivity in monitoring processes, particularly regarding gender, disability, and safeguarding concerns.
Duties, Roles and Responsibilities
Data Collection and Analysis
Integrate PMEL activities into daily program implementation.
Train project staff on SIYEP’s PMEL framework.
Collect data across all program components and ensure accuracy, consistency, and timeliness.
Analyze and visualize data to track implementation and financial performance, identify trends, and produce actionable insights.
Accountability and Feedback Mechanisms
Establish and manage feedback and complaint systems for participants and stakeholders.
Support the Program Manager in ensuring feedback is effectively addressed.
Learning and Knowledge Management
Organize regular learning and reflection sessions to gather lessons learned, best practices, and challenges from project staff.
Reporting and Communication
Produce regular progress reports highlighting achievements, challenges, and lessons.
Collaborate with the Communications and Networking Specialist (CNS) to share PMEL findings internally and externally.
Qualifications, Education and Competencies
Bachelor’s degree in Statistics, Quantitative Economics, or Monitoring and Evaluation.
A postgraduate diploma in Project Planning and Management or Data Management is an added advantage.
At least 3 years of hands-on experience in monitoring, evaluation, and learning, particularly in donor-funded or consortium-based projects.
Proficiency in data analysis tools such as SPSS, STATA, Excel, and Power BI.
Strong skills in both qualitative and quantitative data collection, analysis, and reporting.
Experience in conducting surveys, evaluations, and assessments.
Knowledge of participatory MEL approaches and feedback mechanisms.
Excellent oral and written communication skills.
Ability to work collaboratively with diverse teams and stakeholders.
