Senior Data Collection & Integrity Officer

About the Role

The Senior Data Collection & Integrity Officer plays a key leadership role in RTV’s Venn Department—the organization's core data and technology division. This role leads the Data Collection & Integrity (DCI) team and is responsible for ensuring the accuracy, consistency, and reliability of data across all phases—from collection to storage and usage.

This includes designing and enforcing standard operating procedures (SOPs), overseeing data quality assurance protocols, managing training for field teams and contractors, and innovating new approaches to data gathering in challenging environments.

Duties, Roles and Responsibilities

Lead End-to-End Data Collection & Quality Assurance

  • Provide technical leadership on efficient, ethical, and compliant data collection.

  • Develop and implement best practices in data management across all RTV operations.

  • Oversee the automation of manual processes to enhance scalability and efficiency.

  • Design data aggregation wireframes with built-in validation and assurance protocols.

  • Review and refine data tools and workflows to meet RTV's operational standards.

  • Develop and enforce SOPs for data collection, storage, and application.


Centralized Systems & Training

  • Design and deliver training for M&E staff and contractors on data ethics, integrity, and compliance.

  • Establish a centralized data repository to ensure timely access to accurate data.

  • Build and manage reporting systems to assess and communicate data quality to stakeholders.


Research & Innovation

  • Lead the development of new technologies and methods for data collection aligned with RTV’s impact goals and SDG commitments.

  • Overcome logistical and technological challenges to ensure quality data from remote communities.

  • Build collaboration bridges with regional M&E and data teams for consistent evaluation frameworks.

  • Adapt methodologies through field feedback and ongoing evaluation.


Leadership & Capacity Building

  • Provide strategic direction and mentorship to the DCI team.

  • Drive performance management, regular coaching, and professional development aligned with organizational goals.

  • Lead recruitment and onboarding for new DCI team members to meet evolving program needs.

Qualifications, Education and Competencies

Education:

  • Bachelor’s degree in Monitoring & Evaluation, Social Sciences, Economics, Computer Science, Mathematics, Business Computing, or related fields.

  • Postgraduate qualification in M&E or related field is an advantage.

Experience:

  • Minimum 4 years in M&E, data management, or project management in development or non-profit sectors.

  • Proven leadership in managing data systems and teams.

Technical Competencies:

  • Proficient with data collection platforms such as SurveyCTO, CommCare, and Survey123.

  • Experience with relational databases and languages like Python or R is a plus.

  • Familiarity with GIS tools such as ArcGIS or QGIS.

  • Strong understanding of XLS-based survey tools and form logic.

Soft Skills:

  • Excellent organizational and time-management skills.

  • Detail-oriented with the ability to manage multiple priorities.

  • Strong communication skills in English (French and Swahili are desirable).

  • Comfortable working both independently and in team settings in a dynamic environment.
