Job Description
The MEAL Officer is responsible for designing, implementing, and overseeing monitoring and evaluation frameworks for the Integrated Action for Improving Maternal and Newborn Health in Rwenzori and Busoga regions (WeCare) project. This role involves data collection, analysis, and reporting while ensuring data-driven decision-making to improve project impact. The MEAL Officer will also support field teams, strengthen reporting mechanisms, and ensure donor compliance in data management.
Duties, Roles and Responsibilities
Data Collection and Management
- Develop and oversee data collection tools and methodologies for tracking WeCare project indicators.
- Ensure accurate and timely data collection from health facilities, community health workers, and transport providers.
- Maintain an updated database with project performance indicators and beneficiary tracking.
- Conduct periodic data quality audits to verify accuracy, consistency, and completeness.
Monitoring and Evaluation Framework
- Implement the MEAL framework for the WeCare project, ensuring alignment with project objectives and donor requirements.
- Regularly track key project performance indicators (KPIs) and report on progress.
- Monitor the effectiveness of the MAMA Rescue and FamilyConnect Platforms, analyzing data on usage, service efficiency, and impact.
Field Monitoring and Support
- Conduct regular field visits to assess project progress, collect qualitative and quantitative data, and support field teams.
- Provide technical support to health workers, transport providers, and project staff in using M&E tools.
- Document success stories, challenges, and lessons learned from the field.
Data Analysis & Reporting
- Analyze project data and generate monthly, quarterly, and annual reports to support evidence-based decision-making.
- Prepare reports for donors, management, and stakeholders, ensuring compliance with reporting guidelines.
- Develop dashboards and visual presentations of project data for easy interpretation.
- Support baseline, mid-term, and end-line evaluations of the project.
Learning & Adaptation
- Facilitate regular project review and learning meetings with project teams, district stakeholders, and management, sharing key insights from monitoring data and field learning.
- Synthesize quantitative and qualitative data from routine monitoring, assessments, and evaluations to inform program adaptation and decision-making.
- Produce synthesized data products, including infographics, data briefs, abstracts, and visual summaries, to support learning, advocacy, and stakeholder engagement.
- Translate monitoring findings into clear, actionable recommendations to improve implementation of the project.
- Work closely with the Project Coordinator and field teams to track implementation of agreed learning and adaptation actions.
- Collaborate with the Communications team to package learning outputs, best practices, and evidence for dissemination to donors, district leadership, Ministry of Health, and partners.
Compliance & Documentation
- Ensure all M&E activities align with BAMA Foundation’s policies and donor requirements.
- Maintain proper documentation and filing of all data, reports, and M&E tools.
- Assist in grant compliance by providing relevant M&E data for donor reporting.
Additional Responsibilities
- Provide GIS-linked trip reports for all activities.
- With approval from the Project Coordinator, submit cash requests for field activities.
- Perform any other duties assigned by your supervisor, the Executive Director and the Project Coordinator to support the success of the Integrated Action for Improving Maternal and Newborn Health in Rwenzori and Busoga regions (WeCare) Project.
