Job Description
Job Title: Human Resources Supervisor

Job Summary:
We are seeking an HR Supervisor who will be responsible for executing and supervising core human resources functions, including compliance, recruitment, performance management, employee relations, and HR administration. This role ensures full compliance with Ugandan labor laws, company policies, and international HR standards where applicable. The HR Supervisor will also provide strategic support to management in building a productive, legally compliant, and engaged workforce.
Duties, Roles and Responsibilities
Compliance & Legal Framework
Ensure company HR policies are in full compliance with the Employment Act, 2006, and any other relevant Ugandan labor legislation.
Monitor and implement statutory obligations such as NSSF, PAYE, Workers’ Compensation, and Occupational Health & Safety standards.
Prepare for and support labor inspections and audits by relevant government agencies.
Maintain accurate and confidential employee records in line with Data Protection and Privacy Act, 2019.
Recruitment & Onboarding
Lead the recruitment and selection process across departments, ensuring merit-based hiring.
Coordinate onboarding and orientation programs to ensure smooth integration of new staff.
Ensure all contracts, job offers, and HR documents are legally sound and signed on time.
Employee Relations & Performance
Serve as the primary point of contact for handling employee grievances, conflict resolution, and disciplinary actions in a fair and lawful manner.
Support and oversee performance appraisal cycles and staff development plans.
Implement employee engagement strategies to promote retention and morale.
HR Operations & Administration
Supervise HR Assistants and ensure timely delivery of administrative tasks (e.g., leave management, payroll inputs, timesheets).
Generate monthly HR reports, including turnover, absenteeism, and disciplinary actions.
Ensure up-to-date HRIS data and document control.
Training & Capacity Building
Identify HR training needs and recommend development programs.
Facilitate HR policy training sessions for management and staff.
Mentor junior HR staff and build internal HR capacity.
Qualifications, Education and Competencies
Bachelor’s degree in Human Resource Management, Industrial Psychology, Business Administration, or related field.
A Postgraduate Diploma in HRM or certification from a recognized HR body is a strong advantage.
Minimum of 5 years of progressive HR experience, with at least 2 years in a supervisory capacity.
Strong knowledge of Ugandan employment laws, labor procedures, and regulatory compliance.
Experience in handling employee investigations, grievances, and disciplinary hearings.
Proficient in Microsoft Office and HR software systems.
