About the Project
The Ultra-Poor Graduation (UPG) project aims to lift 3,300 ultra-poor households in Eastern Uganda out of extreme poverty by promoting sustainable livelihoods, resilience, and community inclusion. Using BRAC’s proven Ultra-Poor Graduation approach, the project provides comprehensive support in livelihood development, financial inclusion, access to social services, empowerment, and gender equity.
By addressing multiple dimensions of poverty, the initiative helps households build assets, improve food security, increase savings, and enhance participation in local markets and communities—scaling sustainable pathways out of poverty for the most vulnerable.
Job Purpose
The Technical Specialist – Ultra Poor Graduation will work under the supervision of the Project Manager for Scaling Graduation in Peri-Urban Areas. The incumbent will oversee field operations, ensuring the quality and effective implementation of all program activities.
Key responsibilities include supervising and monitoring project interventions, providing technical and operational guidance, mentoring field staff, and ensuring the integration of gender-sensitive and inclusive approaches. The Specialist will also capture and share learnings from the field, explore innovations, and support continuous improvement of project strategies and delivery.
Duties, Roles and Responsibilities
Lead participant targeting, livelihood selection, training, and asset transfer to ensure effective enrollment and support of project participants.
Ensure quality execution of project components including community mobilization, coaching, and Village Savings and Loan Association (VSLA) activities to facilitate sustainable graduation from extreme poverty.
Capture and document field learnings, identify opportunities for innovation, and adapt project strategies to enhance effectiveness and local relevance.
Conduct regular field visits and follow-ups to identify challenges, assess risks, and provide timely solutions to improve program efficiency.
Strengthen coordination and communication between the Project Manager and field teams for seamless implementation.

Oversee accurate documentation, MIS tracking, and financial reporting; collaborate with Monitoring & Learning, Grants, Finance, and Communications teams for data-driven decision-making.
Foster strong partnerships with internal and external stakeholders to promote synergy and resource optimization.
Strengthen the technical, operational, and leadership capacities of project staff through targeted training, coaching, and mentoring.
Support resource mobilization by contributing to proposal writing, documentation of impact stories, and sharing lessons learned to engage donors and partners effectively.
Safeguarding Responsibilities
Ensure the safety and protection of all team members and program participants from harm, abuse, neglect, harassment, and exploitation.
Promote and uphold BRAC’s safeguarding policies and practices across all activities.
Serve as a key resource for safeguarding awareness, guidance, and compliance within the team.
Follow safeguarding reporting procedures promptly and encourage others to do the same.
Qualifications, Education and Competencies
Education: Master’s degree in Agribusiness, Agriculture, Animal Production, Development Studies, Business Administration, Social Sciences, or a related field.
Experience: Minimum of 10 years’ experience in program design and implementation, particularly in Graduation and Livelihood Development programs, preferably within an NGO setting.
Skills and Competencies
Strong understanding of poverty dynamics, community structures, and cultural contexts.
Proven expertise in project management and implementation.
Advanced leadership and people management skills.
Sound financial management and analytical capabilities.
Excellent problem-solving and decision-making skills.
Strong communication, team-building, and conflict management skills.
High level of gender sensitivity and inclusion awareness.
Proficiency in documentation, reporting, and data-driven learning.
