Job Description
The Technical Officer will be primarily responsible for facilitating the implementation, monitoring, and evaluation of the Early Detection of Breast Cancer Program in Morogoro and Mtwara regions, covering 18 District Councils. The role includes strengthening facility-based service delivery through clinical breast examination (CBE), enhancing referral systems, conducting outreach activities, and mentoring health workers. The officer will collaborate with Regional and Council Health Management Teams (R/CHMTs), Ministry of Health officials, and project staff to ensure the program is effectively integrated into reproductive health services. Additionally, the officer will build the capacity of healthcare providers, ensure data collection and timely reporting, and contribute to sustainability strategies, advocacy, and government engagement for long-term program adoption.
Duties, Roles and Responsibilities
Facilitate planning, implementation, monitoring, and evaluation of breast cancer early detection activities.
Strengthen facility-based service delivery through clinical breast examination (CBE) and referral linkages.
Conduct training, supervision, and mentorship for healthcare providers in line with national guidelines.
Collaborate with R/CHMTs to deliver quality CBE services as per national standards.
Support microplanning to integrate breast cancer services into council health planning and budgets.
Build the capacity of MOH technical staff and health care providers in early detection programming.
Facilitate outreach activities and ensure synergies between community and facility-level service delivery.
Monitor program outcomes, track key performance indicators, and ensure reporting of suspected cancer cases.
Promote integration of breast and cervical cancer screening activities.
Document and share success stories, best practices, and program achievements.
Support sustainability strategies, including advocating for government funding and institutional adoption.
Ensure compliance with data collection, reporting standards, and health management information systems.
Perform other duties as assigned to support program goals.
Qualifications, Education and Competencies
Bachelor’s degree in Medicine (MD) or equivalent health qualification.
5–6 years’ experience in health program implementation within NGOs, government, or private sector.
Strong skills in program management, capacity building, coaching, and mentorship.
Experience in early detection of breast cancer or women’s health programming preferred.
Ability to manage multiple assignments under pressure with tight deadlines.
Strong interpersonal and teamwork skills; ability to motivate and inspire colleagues.
Excellent written and oral communication skills in English and Kiswahili.
Proficiency in MS Word, Excel, and PowerPoint.
Experience with donor-funded programs is an added advantage.
