USAID Local Partner Health Services – Kigezi & Lango, implemented by the Joint Clinical Research Centre (JCRC), is a USAID-funded initiative aimed at strengthening Uganda’s health system. The program focuses on improving access and quality of HIV/TB prevention, care, and treatment services across the Kigezi, Lango, and Ankole regions.

Job Description

Reporting to the Regional Program Manager – Locum, the Technical Manager will coordinate and guide all technical aspects of the HIV/TB service delivery program. This includes supervision of Technical Specialists and Advisors, oversight of hub operations, health systems strengthening, logistics, finance, and human resources for health. The manager will ensure data-driven planning, quality assurance, and performance evaluation. Additionally, the role includes leading documentation of best practices, team support, and engagement with key stakeholders at various levels.

Duties, Roles and Responsibilities

  • Provide strategic technical direction to Specialists, Advisors, and cluster teams to ensure technically sound HIV/TB programming.

  • Lead coordination of health systems strengthening, including logistics, procurement, hub operations, HRH, fleet, and finance monitoring.

  • Review and approve technical activity concepts, work plans, and budgets to guide program implementation.

  • Promote and lead the use of data in activity planning, implementation, quality improvement, and reporting.

  • Consolidate quarterly capacity building and procurement plans.

  • Lead reviews of project activity matrices for resource allocation efficiency and effectiveness.

  • Participate in recruitment, talent management, performance appraisals, and motivation of the program team.

  • Guide development of best practices, success stories, and technical abstracts.

  • Represent the program in strategic meetings at district, regional, national, and donor levels.

  • Oversee team leave management and manage team dynamics during transitions and job uncertainty.

  • Perform any other duties assigned by the supervisor.

Qualifications, Education and Competencies

  • Degree in Medicine or Surgery; additional training in Public Health or Project Management is an added advantage.

  • At least 7 years of experience in a senior technical leadership role within HIV/TB programs.

  • Experience managing multidisciplinary project teams and working with district/local government systems.

  • Strong planning, coordination, and self-management capabilities.

  • Excellent written and verbal communication skills for engaging high-level stakeholders.

  • Proficiency in Microsoft Word, Excel, and PowerPoint.

  • Willingness and ability to travel frequently within the Ankole/Acholi regions.
