The USAID Local Partner Health Services – Kigezi & Lango project, implemented by the Joint Clinical Research Centre (JCRC), aims to strengthen Uganda’s health systems by delivering quality HIV and TB services across health facilities in the Ankole and Acholi regions. The project supports integrated service delivery, capacity building, and community engagement to improve patient outcomes and ensure sustainability.

Job Description
Reporting to the Technical Manager – Locum, the TB Advisor will work closely with district and program teams to ensure the technical soundness and coordination of TB and TB/HIV interventions. This includes supporting active TB case finding, treatment continuity, TB contact tracing, and uptake of TB preventive therapy. The advisor will collaborate with laboratory and logistics teams to ensure optimal use of diagnostics and uninterrupted TB commodity supply. Additionally, the role involves contributing to strategic planning, routine data analysis, performance reviews, and capacity building across supported districts. The advisor will also document lessons learned and best practices to inform continuous quality improvement efforts.
Duties, Roles and Responsibilities
Lead the strategic planning and implementation of lifesaving TB and TB/HIV services for adults and children.
Support implementation of active TB case finding, contact tracing, and TB preventive therapy in collaboration with community and district teams.
Work with laboratory staff to promote optimal use of TB diagnostic services and timely evacuation of MDR-TB patients.
Collaborate with the Logistics Advisor and district health teams to ensure TB commodity security.
Participate in quarterly TB data collection, EQA sampling, and harmonization for performance reviews.
Lead and support data-driven quality improvement initiatives for TB and TB/HIV service delivery.
Spearhead development of logistics and programmatic master concepts, costed work plans, and activity reports.
Document and share best practices, success stories, and abstracts for knowledge dissemination.
Perform any other duties as assigned by the supervisor.
Qualifications, Education and Competencies
Bachelor of Medicine & Bachelor of Surgery (MBChB) or Diploma in Clinical Medicine.
A postgraduate qualification in Public Health or Project Management is an added advantage.
Minimum of 5 years of recent experience working in TB and TB/HIV programs, preferably in donor-funded settings.
Willingness to travel and work in rural settings across Uganda.
Strong written and verbal communication, presentation, and interpersonal skills.
Proficiency in Microsoft Word, Excel, and PowerPoint.
