The USAID Local Partner Health Services – Kigezi & Lango, implemented by the Joint Clinical Research Centre (JCRC), is a health initiative aimed at strengthening systems to deliver comprehensive HIV and TB prevention, care, and treatment services. It works with communities, local governments, and health facilities to ensure access to high-quality, life-saving healthcare services.

Job Description
Reporting to the DBT Manager – Locum, and supervising the M&E Officer, Community & PSS Officer, and MEO Officer – Locum, the Senior Program Officer will collaborate with technical leads to sustain and enhance delivery of quality HIV/TB services. Responsibilities include planning, monitoring, reporting, and supporting performance and leave management of the cluster teams. The officer will ensure smooth coordination with district teams and health facilities for effective implementation and oversight of service delivery.
Duties, Roles and Responsibilities
Collaborate with district and site teams in planning, implementing, and monitoring HIV/TB activities.
Oversee the delivery of Adult and Pediatric/Adolescent Care & Treatment and management services.
Facilitate the transition of eligible pediatric patients to pALD at supported sites.
Coordinate with Community & PSS Officers to train Community Health Extension Workers (CHEWs).
Ensure provision of PMTCT/EID services across supported districts.
Support TB case finding, holding, treatment, and access to preventive therapy.
Liaise with MEO Officers to ensure accurate and timely data reporting.
Collaborate with the Laboratory Advisor for coordination of laboratory services and efficient use of diagnostic platforms.
Ensure continuous availability of lifesaving commodities by coordinating with the Logistics and Supply Chain Advisor.
Engage with district leadership to align program plans and activities.
Document best practices, success stories, and abstracts from the field.
Develop and monitor customized work plans, activity reports, and budgets.
Support performance and leave management of cluster teams.
Carry out any other duties assigned by the supervisor.
Qualifications, Education and Competencies
Degree in Medicine or Nursing. Postgraduate qualification in Public Health or Project Management is an added advantage.
Minimum of 5 years' experience with donor-funded HIV/TB programs.
Experience working with local government and willingness to work in rural settings.
Strong data analytics skills and ability to use data for decision-making.
Excellent written, oral communication, and presentation skills.
Ability to develop work plans and budgets independently.
Computer proficiency in MS Word, Excel, and PowerPoint.
