The USAID Local Partner Health Services – Kigezi & Lango, implemented by the Joint Clinical Research Centre (JCRC), is a USAID-funded initiative committed to strengthening Uganda’s health systems and improving access to quality HIV/TB prevention, care, and treatment services across targeted districts. The program supports coordination between government, communities, and facilities to achieve sustained health outcomes.

Job Description

Reporting to the DBT Manager – Locum, the Program Officer will coordinate with district health teams and facilities to ensure continuity of life-saving HIV/TB services. The officer will also liaise with technical leads and other cluster team members to enhance PMTCT/EID services, pediatric transitions, and community engagement. The role includes supporting data reporting, laboratory services, and commodity supply chains while developing work plans and facilitating strategic planning with district leadership.

Duties, Roles and Responsibilities

  • Support district/site teams in the planning, implementation, monitoring, and reporting of HIV/TB services.

  • Ensure the transition to pALD for all eligible pediatric clients at supported sites.

  • Coordinate training of Community Health Extension Workers (CHEWs) with Community & PSS Officers.

  • Facilitate delivery of PMTCT and Early Infant Diagnosis (EID) services.

  • Work with community linkage facilitators to enhance TB case detection, holding, and preventive treatment.

  • Collaborate with the locum Monitoring and Evaluation Officer to ensure timely and accurate data collection and reporting.

  • Coordinate with the Laboratory Advisor for efficient lab hub operations and diagnostics management.

  • Work with the Logistics & Supply Chain Advisor to maintain availability of life-saving commodities.

  • Document best practices, success stories, and activity highlights for reporting and learning.

  • Lead district engagement with leadership on program priorities and planned activities.

  • Prepare and submit customized weekly and district-level work plans and activity reports.

  • Perform other duties as assigned by the supervisor.

Qualifications, Education and Competencies

  • Degree in Medicine or Nursing; postgraduate training in Public Health or Project Management is an advantage.

  • Minimum of 3 years’ experience working with donor-funded HIV/TB programs.

  • Strong familiarity with district-level government systems and willingness to work in rural areas.

  • Strong skills in data analytics and data-driven decision-making.

  • Excellent written and oral communication, presentation, and interpersonal skills.

  • Demonstrated ability to develop activity plans and manage project budgets.

  • Proficiency in Microsoft Office (Word, Excel, PowerPoint).
