Job Description
The Procurement Specialist will develop and implement annual procurement plans aligned with RDB’s strategic and action plans. The incumbent will manage the entire procurement cycle, including preparing tender documents, advertising, evaluating bids, negotiating contracts, and ensuring compliance with Rwanda’s procurement standards. The Specialist will also advise and train RDB staff on procurement procedures, update and maintain the procurement manual, and liaise with user departments to ensure efficient procurement planning. The role also includes supporting the Tender Committee, maintaining records, and ensuring transparent, accountable, and cost-effective procurement practices.
Duties, Roles and Responsibilities
Prepare and implement annual procurement plans in line with RDB’s strategic objectives.
Ensure all procurement activities comply with approved plans and Rwanda’s procurement laws.
Draft and manage procurement documentation (advertisements, bidding documents, RFQs, RFPs, evaluation reports, etc.).
Conduct market research to identify suppliers and establish fair pricing.
Provide training and advisory support to RDB staff on procurement procedures.
Update and maintain the RDB Procurement Manual with relevant procedures and standard forms.
Liaise with user departments to coordinate procurement activities.
Negotiate contracts with consultants, contractors, and suppliers.
Serve as Secretary to the Tender Committee and provide technical support.
Monitor contract execution and ensure compliance with contractual terms.
Ensure proper documentation and filing of procurement processes.
Perform any other procurement-related tasks assigned by supervisors.
Qualifications, Education and Competencies
Master’s Degree in Law, Civil Engineering, Electronics Engineering, Procurement, Supply Chain Management, or related field with at least 1 year of relevant experience; OR
Bachelor’s Degree in Law, Procurement, Supply Chain Management, Civil Engineering, or Electronics Engineering with at least 3 years of relevant experience.
Strong understanding of Rwanda’s public procurement laws, policies, and procedures.
Knowledge and experience with the e-Mucyo procurement system and other procurement software.
Proven ability to manage high-value procurement contracts.
Strong contract negotiation and supplier management skills.
Excellent command of English; proficiency in French and Kinyarwanda is an added advantage.
High levels of integrity, accountability, and professionalism.
Strong analytical, problem-solving, and critical thinking skills.
Excellent interpersonal, communication, and presentation abilities.
Ability to multitask and deliver results under pressure.
