Job Description
The Procurement Officer will lead and manage the procurement and supply chain function of the organisation. The role involves planning, sourcing, and procuring goods, services, and works in a timely, cost-effective, and transparent manner, while ensuring adherence to organisational policies, regulatory requirements, and best procurement practices.
Duties, Roles and Responsibilities
- Develop, implement, and continuously improve procurement policies, procedures, and systems to enhance efficiency and accountability.
- Plan, coordinate, and manage the procurement cycle including sourcing, supplier selection, negotiations, purchasing, and delivery follow-up.
- Prepare procurement plans aligned with organisational needs, project requirements, and budget provisions.
- Solicit quotations, evaluate bids, conduct vendor assessments, and recommend reputable suppliers in line with procurement guidelines.
- Ensure proper documentation, filing, and maintenance of procurement records for audit and reference purposes.
- Prepare and manage procurement contracts, agreements, and service-level arrangements.
- Ensure cost control and value-for-money purchasing while reducing unnecessary expenditure.
- Liaise with finance to ensure proper tax compliance, understanding of Uganda tax systems, and accurate financial documentation.
- Monitor supplier performance, manage relationships, and ensure timely delivery of quality goods and services.
- Ensure compliance with national laws, donor requirements, and NGO procurement standards.
- Support logistics, inventory control, and asset management processes.
- Prepare periodic procurement reports and provide input for management decision-making.
- Promote integrity, transparency, and ethical procurement practices within the organisation.
