Job Description
The Procurement Manager will be responsible for managing all procurement-related functions across the representative office and associated countries. This includes designing procurement strategies, ensuring supplier qualification and performance, managing costs, supporting business development through market bidding, and maintaining robust supplier relationships. The manager will also take part in cross-departmental operations and work to enhance the company’s competitive edge in procurement processes and market execution.

How to Apply
Serve as the primary procurement contact and strategist for the representative office.
Build and enhance procurement competitiveness for all countries under the representative office.
Plan, design, and implement procurement strategies tailored to business characteristics and country-specific needs.
Oversee supplier management and qualification processes.
Support market bidding and delivery processes to ensure business goals are met.
Lead procurement projects and manage cross-functional procurement teams.
Conduct supplier selection activities including RFQ, RFP, and RFI processes.
Analyze market data and pricing trends to guide cost-effective decision-making.
Develop action plans to reduce comprehensive procurement costs.
Manage supplier relationships and enhance Huawei’s standing among suppliers.
Monitor and improve supplier performance through regular evaluations and feedback.
Supervise procurement qualification teams and ensure compliance with set standards.
Bachelor's degree in Supply Chain Management, Procurement, or a related field.
At least 3 years of procurement experience, preferably in the telecommunications industry.
Professional certifications such as CIPS or PMP are preferred.
Strong market analysis, negotiation, and supplier management skills.
Ability to work across departments and lead procurement strategy execution.
Excellent communication, organizational, and problem-solving abilities.
