About the Organisation
The Uganda National Institute for Teacher Education (UNITE) was created on 5th July 2024 by Statutory Instrument No. 53 of 2024, under the Universities and Other Tertiary Institutions Act (UOTIA), Cap. 262, as an Other Degree Awarding Institution (ODAI). UNITE is a multi-campus institution with campuses in Kabale, Kaliro, Mubende, Muni, and Unyama, and its headquarters located in Kira Municipality (former Shimoni Core PTC). The institute is fully accredited by the National Council for Higher Education (NCHE).

Job Description
Job Title: Principal Human Resource Officer
Organisation: Uganda National Institute for Teacher Education (UNITE)
Duty Station: Kampala, Uganda
Duties, Roles and Responsibilities
Develops and implements approved annual workplans, budgets and procurement plans.
Coordinates human resource practices and priorities across the Institute to reinforce recruitment, development and retention of a competent and efficient workforce.
Provides advice to senior management on establishment, structures, institutional development and change.
Manages and coordinates human resource planning, monitoring and reporting.
Coordinates the development, review and dissemination of human resource regulations, policies and procedures and monitor implementation.
Promotes Learning and Staff Development
Liaises with other higher institutions of learning on human resource best practices in promoting development
Carries out periodic human resource Audit
Supervises, mentors and appraises staff of the Unit.
Key Duties and Responsibilities:
Annual workplans, budgets and procurement plans of the unit developed and implemented.
Human resource practices and priorities across the Institute coordinated to reinforce recruitment, development and retention of a competent and efficient workforce.
Senior management advised on establishment, structures, institutional development and change.
Human resource planning, monitoring and reporting carried out.
Human resource regulations, policies and procedures monitored, reviewed, developed and implemented
Staff capacity building carried out.
Human resource Audit Carried out periodically.
Staff of the unit supervised, mentored and appraised.
Qualifications, Education and Competencies
An Honour’s Bachelor’s degree in either Human Resource Management, Organisational Psychology, Social Sciences, Development Studies, Business Administration (Human Resource Option) from a recognized institution.
A Master’s Degree in either Human Resource Management, Business Administration, Organisational Psychology or Management from a recognized institution.
Work Experience
Should have at least four (4) years relevant working experience in human resource management three (3) of which must have been at the level of Senior Human Resource Officer in a recognised organisation.
