Job Description
Position: HR Development Officer
Location: Kampala
Reports to: Head of Human Resources
About the Role
Quality Chemical Industries Limited (QCIL) is seeking a dynamic and strategic HR Development Officer to support its organizational growth through innovative human resource practices. The ideal candidate will have a strong track record in strategic HR leadership, talent development, and cultural transformation—particularly within fast-paced or multinational environments.
Duties, Roles and Responsibilities
Strategic Workforce Planning
Develop and implement HR strategies aligned with organizational goals
Lead scalable workforce planning for rapid expansion
Localize global best HR practices for relevance in the Ugandan context
Design innovative recruitment campaigns to attract top talent
Talent Development & Performance Management
Oversee performance management systems and career development programs
Drive continuous learning and skill enhancement initiatives
Support individual and team productivity through structured development efforts
Employee Engagement & Experience
Lead initiatives to foster employee well-being, engagement, and inclusivity
Build strong internal communication frameworks
Actively support conflict resolution and employee relations
Rewards, Compensation & Benefits
Design competitive salary structures, including incentive schemes and retirement plans
Conduct regular compensation benchmarking and reviews
Ensure alignment of reward systems with business objectives
Culture & Change Management
Integrate the company’s mission into HR practices

Mentor and guide the HR team to build internal capability
Collaborate with department heads to embed a culture of excellence and innovation
Drive digital transformation across HR functions
Qualifications, Education and Competencies
Master’s degree in Human Resources, Business Administration, Organizational Psychology, or related field
Minimum 10 years of HR experience, with at least 5 years in a strategic or leadership role in a multinational organization
Proven success in implementing innovative HR practices and driving organizational change
Demonstrated experience with incentive programs, variable pay, and retirement benefit design
Strong expertise in talent development, compliance, and organizational culture
In-depth knowledge of labor laws and HR regulatory frameworks
Exceptional interpersonal, communication, and advisory skills
