Job Description
Reporting to senior management, the Principal Accountant will oversee the financial operations of the Authority, including budget monitoring, cash flow management, handling statutory deductions, and preparing accurate and timely financial statements. The role requires interpretation and enforcement of financial regulations, coordination of audits, management of donor/project funds, and ensuring accountability and compliance with government financial policies.
Duties, Roles and Responsibilities
Monitor expenditures based on approved budgets
Ensure safe custody of financial records and assets
Oversee accounting for special funds, including donor and project funds
Manage cash flows and ensure security of cheques and accountable documents
Maintain accurate books of accounts
Coordinate submission of statutory deductions (e.g., PAYE, VAT)
Oversee audit responses and Public Investment Committee (PIC) inquiries
Prepare quarterly and annual financial reports and statements
Review and approve bank reconciliation statements
Interpret financial policies and regulations for sound financial management
Coordinate budget and work plan preparation for the finance section
Verify payment vouchers and staff imprests in compliance with policies
Support accurate, timely, and reliable financial reporting
Qualifications, Education and Competencies
Bachelor’s Degree in Commerce, Business Management, Business Administration (Accounting/Finance), or related field
Master’s Degree will be an added advantage
CPA (K) or ACCA affiliate with Part III certification
Registered member in good standing with ICPAK or similar professional body
Minimum of three (3) years relevant work experience
Demonstrated results in prior roles
Proficiency in computer applications
