Job Description
Reporting to the Deputy Director – Asset Tracing, the Administration Officer II will assist in implementing policies and procedures related to the management and disposal of seized and confiscated assets. The officer will ensure assets under EACC custody are identified, registered, secured, and maintained in a condition that allows for their efficient utilization or disposal. Additionally, the officer will advise the Commission and other government institutions on asset management practices and support strategic planning in asset recovery initiatives. The role requires high levels of integrity, attention to detail, and technical competence in property and asset management.
Duties, Roles and Responsibilities
Identify and promptly register all preserved and recovered assets in a realizable condition
Conduct pre-seizure assessments to determine asset condition and nature
Maintain a current inventory of all preserved and recovered assets, fleet, and liabilities
Ensure compliance with statutory and administrative procedures in asset planning, operation, maintenance, and disposal
Accurately document all asset transactions with a clear audit trail
Safeguard all assets from theft, damage, misuse, or loss
Maintain and verify the Asset Register annually, ensuring proper reconciliation
Ensure value for money throughout the asset life cycle
Detect, record, and address asset losses or damage in a timely and accurate manner
Provide technical advice on management of seized assets
Conduct research to inform asset management policies
Analyze asset data to determine optimal levels of assets and liabilities
Offer support to government institutions in managing preserved and recovered assets
Qualifications, Education and Competencies
Minimum Qualifications:
Bachelor’s degree in Real Estate Management, Commerce, Business Administration, or equivalent from a recognized institution
KCSE mean grade C+ or equivalent
Experience:
Minimum of five (5) years of relevant work experience
Additional Requirements:
Postgraduate training in Asset Management
Membership in a recognized professional body
Certificate in computer application skills
Core Competencies:
Knowledge of asset preservation and disposal procedures
Strong analytical and organizational skills
Excellent record-keeping and documentation abilities
High integrity and ethical standards
Ability to advise on policy and legal frameworks related to asset management
