Job Description
The consultant will support the Ministry of Health and UNICEF in identifying systemic gaps in PNC service delivery, analyzing data from national health information systems, reviewing peer-reviewed literature, and conducting targeted field assessments in urban and rural sites. Findings will inform evidence-based recommendations and the revision of Tanzania’s PNC guidelines. The assignment will focus on barriers to service uptake, quality of care, health worker capacity, community awareness, and functionality of health data systems.
Duties, Roles and Responsibilities
Conduct secondary analysis of PNC data from DHIS2, GOTHOMIS, Afya Yetu, and Unified Community Solution.
Review peer-reviewed literature on PNC published since 2019.
Carry out targeted qualitative research in rural and urban sites, including engagement with national, regional, and council health managers.
Assess the availability, accessibility, and quality of PNC services at facility and community levels.
Identify policy, systemic, and operational barriers to PNC uptake and delivery.
Examine the capacity of health workers, infrastructure, and referral systems.
Explore sociocultural factors influencing PNC utilization.
Evaluate adequacy and functionality of health information systems for PNC.
Revise the current national PNC guideline based on findings.
Prepare comprehensive reports and presentations for the Ministry of Health and UNICEF.
Qualifications, Education and Competencies
Education
Advanced degree (Master’s or MMed) in Public Health, Maternal & Child Health, Primary Health Care, Health Management, or related field.
Experience
At least 10 years of experience in healthcare research, programming, or policy.
Proven track record of conducting evaluations, assessments, and published studies.
Strong expertise in guideline development and review.
Skills & Competencies
In-depth knowledge of maternal, newborn, and child health.
Strong analytical, evaluation, and research skills.
Excellent written and verbal communication in English; Swahili proficiency is an asset.
Demonstrated ability to work collaboratively with government and development partners.
Familiarity with health information systems and data analysis.
Ability to manage complex assignments with multiple stakeholders.
