USAID Local Partner Health Services – Kigezi & Lango, implemented by the Joint Clinical Research Centre (JCRC), aims to strengthen Uganda’s healthcare system by delivering quality HIV/TB prevention, care, and treatment services. The program works closely with district governments, health facilities, and communities to improve health outcomes in the Kigezi and Lango regions.

Job Description
Under the supervision of the MEL Manager – Locum, the MEL Specialist will support the development and management of M&E systems that measure project performance and impact. The role includes strengthening HMIS systems in supported districts, conducting data quality assessments, and promoting data use for program improvement. The MEL Specialist will supervise MEL Officers and collaborate with project technical staff to ensure timely and accurate reporting to USAID and PEPFAR platforms.
Duties, Roles and Responsibilities
Lead the development and implementation of robust project M&E systems.
Coordinate with technical staff to track project indicators and update reporting platforms (PIRS, DIS, Prevention Tracker).
Conduct frequent data verification and data quality assessments.
Guide the development and use of project databases in collaboration with the Database Specialist.
Support district biostatisticians in planning interventions to strengthen HMIS systems.
Design data visualization tools, including maps and dashboards, for data presentation.
Perform routine data analysis and interpretation for project reporting and decision-making.
Support the planning and documentation of success stories and learnings.
Provide technical support to MEL Officers, district, facility, and community teams in data collection, analysis, and reporting.
Perform any other duties as assigned by the project.
Qualifications, Education and Competencies
Advanced degree in Statistics, Public Health, Demography, Population Studies, M&E, or a related field.
Extensive experience in monitoring and evaluation with USAID projects; PEPFAR experience preferred.
Proficiency in data analysis tools such as Excel, STATA, and Power BI.
Experience with GIS software and innovative data visualization techniques.
Strong communication, coordination, and information management skills.
Ability to work independently under pressure and travel frequently within the Southwestern region.
