USAID Local Partner Health Services – Kigezi & Lango, implemented by the Joint Clinical Research Centre (JCRC), focuses on strengthening health systems to deliver quality HIV/TB prevention, care, and treatment services in Uganda. Job Description
Reporting to the Locum Cluster Lead and supervising Locum Data Clerks, the MEL Officer will ensure accurate and efficient data management for monitoring and evaluation. The officer will facilitate data interpretation and use for decision-making and work closely with facility, district, and cluster teams to improve data quality and utilization.
Duties, Roles and Responsibilities
Strengthen health facility data collection, analysis, and use for planning and decision-making.
Collaborate with data clerks, health workers, and district focal persons to ensure the submission of quality reports using MOH and donor systems.
Facilitate interpretation and use of M&E data during site, district, and cluster meetings.
Develop data quality improvement initiatives and ensure the implementation of standard operating procedures and data collection guidelines.
Work with cluster teams to document learnings, success stories, and photos from project activities.
Respond to standard and ad hoc data requests in a timely manner.
Develop and share weekly plans and reports with the cluster lead.
Qualifications, Education and Competencies
Bachelor’s degree in Statistics, Business Statistics, Public Health, Epidemiology, Population Studies, Quantitative Economics, or a related field. Additional M&E training or certification is an advantage.
Minimum of 3 years of progressive experience in M&E with PEPFAR-supported projects.
Knowledge of epidemiology, evaluation research methods, and continuous quality improvement.
Proficiency in MS Word, PowerPoint, Excel, and statistical tools such as Tableau, Power BI, and GIS.
Practical understanding of Ministry of Health and donor data systems (DHIS2, HMIS, eCBSS, PIRS).
Strong analytical skills, public health data interpretation, and ability to meet strict deadlines.
Excellent interpersonal, teamwork, and communication skills.
Ability to work independently with minimal supervision.
