About the Organisation

The Regional Service Centre in Entebbe, Uganda (RSCE) was established in July 2010, following the adoption of General Assembly resolution 64/269. The Regional Service Centre in Entebbe, Uganda (RSCE), was established in July 2010, following the adoption of General Assembly resolution 64/269. The Centre provides efficient, client-oriented and scalable services with the goal of moving transactional, non-location dependent administrative functions to the Centre from its client entities. This includes transactional elements of human resources, finance, multimodal movement and control, personnel and cargo transport and information and communications technology (ICT) support.

In addition to these services, the Office of the Director RSCE and the Deputy provides overall guidance on the operations of the RSCE including strategic planning, communication, budgeting, human resources management, property management, quality assurance and business intelligence, conference services, record keeping and archive management, and audit response and risk management.

How to Apply

Within delegated authority, the Human Resources Officer, Special Projects will be responsible for the following duties:

ONBOARDING AND SEPARATION HR PROJECT:

  • Coordinates the Global onboarding and separation Project aimed at Identifying options for the global integration of Secretariat onboarding and separation processes to overcome the current duplication and fragmentation across entities/duty stations.

  • Liaises with relevant stakeholders within the Secretariat to obtain the necessary information for drafting concept notes, dashboards and related reports aligning and enabling Secretariat onboarding and separation

  • Harmonizes service tools and mechanisms as a key enabler for the onboarding and separation project within the shared service delivery.

  • Undertakes benchmark and utilize lessons learned from other entities of the UN Secretariat to build a repository of knowledge applicable to the improved service delivery project.

  • Identifies a tool that could be used by Entities within the Secretariat to streamline the onboarding and separation project.

  • Proposes a simplified Onboarding and separation framework for the UN Secretariat


OTHERS

  • Uses the available resources (policies, systems, etc.) to provide recommendations on various HR topics.

  • Performs other duties as required.

Education

  • Advanced university degree (master’s degree or equivalent) in human resources management, business or public administration, social sciences,  education or related areas. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of five (5) years of progressively responsible experience in human resources management, administration or a related area is required.

  • Experience in designing HR dashboards and related KPIs, as well as producing relevant reports is desirable.

  • Experience in coordinating HR Projects with a focus on Onboarding newly recruited staff is desirable.

  • Experience in a shared service centre or operation is desirable.


Languages

  • English and French are the working languages of the United Nations Secretariat. For the advertised post, fluency in English is required. Knowledge of French is desirable.
