Responsibilities
Provide overall HR support to ensure seamless integration of MEL workstream activities.
Coordinate with senior leadership to streamline and organize meetings and committees, clarify purposes, and ensure appropriate attendance.
Develop an overall personnel/staffing plan informed by organizational structure and workflow analysis.
Facilitate conversations with senior leadership and the transition team to discuss overall goals and strategies for critical positions.
Clarify roles, responsibilities, and reporting lines, and redesign job descriptions.
Contribute to and implement a staff transition plan that integrates systems, reconciles pay bands/scales, supports professional development and skills strengthening, and facilitates knowledge transfer.
Interview, hire, and onboard new staff, and orient existing staff.
Provide ongoing HR support to the USAID MEL activity team, including:
Maintain and manage compliance issues relating to benefits, compensation, employment contracts, employee relations, training, onboarding, separation, and recruitment.
Ensure policies and practices are in line with Ugandan law and local regulations.
Manage staff exits to ensure lessons learned are documented.
Maintain employee files securely and in compliance with legal and BIXAL/USAID MEL activity record-keeping guidelines and USG rules and regulations.
Maintain work structure by updating job requirements and job descriptions for all positions.
Lead local recruitment, support TCN/USN recruitment as needed, and adhere to BIXAL recruitment practices and procedures.
Develop and implement strategies to foster a positive organizational culture that aligns with BIXAL’s values and mission.
Conduct surveys and focus groups to assess the current culture and identify areas for improvement.
Design a culture enhancement framework that promotes inclusivity, collaboration, and employee engagement.
Create or facilitate training programs that educate employees on company values, diversity, and team dynamics.
Establish clear communication channels to ensure transparency and encourage feedback.
Develop reward and recognition initiatives to celebrate employee contributions and reinforce desired cultural behaviors.
Regularly evaluate the effectiveness of cultural initiatives through metrics such as employee satisfaction surveys and retention rates.
Develop a performance management system to enhance employee performance and support professional development across the USAID MEL Activity.
Design and roll out a structured performance appraisal process that includes regular feedback, goal setting, and assessments.
Collaborate with managers to create individualized development plans that align employee goals with organizational objectives and career growth opportunities.
Identify skill gaps and organize relevant training programs, workshops, and mentorship initiatives to promote continuous learning.
Provide guidance to managers on effective coaching techniques and performance management strategies, and establish metrics to track employee performance and development progress, ensuring alignment with company standards.
Perform other duties as assigned.
Qualifications, Education and Competencies
Qualifications
Bachelor's degree plus 7 years of experience, or a Master's and 3 years of experience in human resources or a related field.
Spoken and written fluency in English.
Ability to create a culture of diversity, inclusivity, collaboration, and teamwork.
Knowledgeable in current practices, trends, and information affecting the business.
Detailed working knowledge of local labor law.
Commitment to developing and staying up to date on company policies, practices, and trends.
Proactive, ability to take on new tasks with little direction and communicate progress effectively.
Demonstrated proficiency in MS Office Suite.
Nice to have
Experience with USAID preferred.
Experience designing, assessing, deploying, and optimizing talent campaigns and initiatives, preferred.
