Job Description
Position: Human Resource Manager

Victoria University is an equal opportunity employer and is seeking a competent, experienced, and visionary professional to join its senior leadership team as Human Resource Manager.
Position Purpose
The Human Resource Manager will be responsible for the strategic planning, development, implementation, and management of all human resource systems, policies, and procedures. The role supports the achievement of the university’s strategic objectives and ensures full compliance with labor laws and institutional policies.
Duties, Roles and Responsibilities
Lead the recruitment and selection process in accordance with approved HR policies.
Oversee staff onboarding, orientation, and integration into the university culture.
Manage the performance management system and design appropriate reward strategies.
Coordinate staff training and professional development in collaboration with top management.
Ensure compliance with university policies, national labor regulations, and HR best practices.
Conduct regular staff performance evaluations.
Address disciplinary matters and grievance handling with fairness and professionalism.
Oversee compensation and benefits administration.
Manage the payroll system and ensure accuracy and timeliness.
Develop and maintain a comprehensive Human Resource Information System (HRIS).
Supervise smooth and compliant staff exit processes.
Qualifications, Education and Competencies
Required Education:
A Bachelor’s degree in Human Resource Management, Business Administration (HR option), Industrial and Organisational Psychology, Arts, Social Sciences, or Management.
A Master’s degree in Human Resource Management, Business Administration (HR option), or Industrial and Organisational Psychology.
Alternatively, a Master’s degree in Arts, Social Sciences, or Management with a Postgraduate Diploma in Human Resource Management.
A professional HR certification is an added advantage.
Technical Skills:
Proficiency in Human Resource Information Systems (HRIS).
Strong computer skills, including MS Office (Word, Excel, PowerPoint).

Minimum of 10 years post-Bachelor’s experience in human resources and administration, with at least 4 years in a senior managerial or equivalent role within a large, reputable organization.
Terms of Appointment
This is a four-year contract position, subject to renewal based on performance. The initial appointment will include a six-month probation period.
