Job Description
The role involves managing end-to-end recruitment processes, including job description adjustments, advertising, shortlisting, interviewing, and concluding hiring. The HR Specialist will prepare induction packages, manage annual leave schedules, monitor attendance, and maintain staff records. The position also provides advisory support on HR policies, ensures staff welfare programs, and manages consultants’ contracts. The Specialist will facilitate internship placements, report regularly on HR operations, and ensure compliance with labor laws and institutional HR policies.
Duties, Roles and Responsibilities
Manage recruitment processes, including job descriptions, adverts, shortlisting, interviews, and hiring.
Prepare and facilitate induction programs for new staff.
Monitor and manage annual leave plans, providing weekly/monthly/quarterly reports.
Report on staff attendance and leave compliance.
Maintain accurate administrative files and employee records.
Provide advisory services to employees on HR policies and procedures.
Oversee staff welfare activities, including health, fitness, sports, and occupational safety.
Track consultants’ and experts’ contracts and coordinate renewal processes.
Support departments in recruiting interns and provide regular reports.
Prepare and submit regular reports on HR operations.
Perform any other HR-related tasks assigned by supervisors.
Qualifications, Education and Competencies
Master’s Degree in Management or Business Administration with specialization in Human Resource Management and at least 1 year of relevant experience; OR
Bachelor’s Degree in Management or Business Administration with specialization in Human Resource Management and at least 3 years of relevant experience.
Excellent command of English (proficiency in French and Kinyarwanda is an added advantage).
Strong knowledge of labor laws, HR policies, and performance management standards.
Proficiency in HR software and applications, including IPPIS.
Strong interpersonal, communication, and report-writing skills.
Ability to multitask, work under pressure, and deliver within deadlines.
Integrity, accountability, inclusiveness, and professionalism.
High levels of confidentiality and ethical standards.
Strong teamwork, client focus, and problem-solving skills.
Flexibility, creativity, and ability to balance HR operations with staff welfare.
