USAID Local Partner Health Services – Kigezi & Lango, implemented by the Joint Clinical Research Centre (JCRC), is a USAID-funded initiative aimed at enhancing access to quality HIV/TB services. The program supports health system strengthening and service delivery in the Kigezi, Lango, Ankole, and Acholi regions of Uganda.

Job Description

Reporting to the Technical Manager – Locum, the HIV/TB Specialist will work in collaboration with district and program teams to coordinate the implementation of lifesaving PMTCT/EID services. The role includes strategic planning, support for outreach services, ensuring the availability of key commodities, and promoting quality improvement practices. The specialist will also ensure integrated service delivery with other health areas such as PrEP, maternal testing, ART management, and non-communicable diseases screening. The role requires strong documentation, analytical, and coordination skills to enhance program effectiveness.

Duties, Roles and Responsibilities

  • Provide technical oversight for lifesaving PMTCT/EID services for pregnant and lactating mothers and their infants.

  • Coordinate work planning and strategic implementation of PrEP in MCH, maternal testing/retesting, EID testing, and ART management.

  • Oversee integrated EPI/EID outreaches with district and site teams.

  • Support viral load monitoring, quality of care improvement, and management of treatment failure in pregnant and lactating mothers.

  • Collaborate with the Locum Community & PSS Advisor to standardize appointment tracking, treatment literacy, and psychosocial support.

  • Ensure optimal availability of ARVs, HIV test kits, viral load commodities, and quality of care supplies (e.g., for AHD, cancer cervix, and NCDs) in coordination with the logistics team.

  • Contribute to documentation of best practices, success stories, and abstracts from supported districts.

  • Participate in routine data analysis, performance review, and promote data-driven decision-making.

  • Develop master concepts, costed work plans, and timely activity reports.

  • Perform any other duties assigned by the supervisor.

Qualifications, Education and Competencies

  • Bachelor of Medicine & General Surgery or Diploma in Clinical Medicine.

  • Master’s in Public Health or Project Management is an added advantage.

  • Minimum of 5 years of recent experience working with HIV/TB programs.

  • Willingness to travel and work in rural settings across Uganda.

  • Strong written, oral communication, and presentation skills.

  • Computer proficiency in Microsoft Word, Excel, and PowerPoint.
