Job Description
The HoPSQ will shape the strategic direction of Plan International Tanzania’s work, overseeing policy influencing, technical support, monitoring, evaluation, research, and learning (MERL). The role requires ensuring that all programmes are designed and delivered to high standards, evidence-driven, and sustainably contribute to systemic change for children and young people, especially girls. As a key member of the Country Leadership Team (CLT), the HoPSQ will lead advocacy efforts at national, regional, and global levels while building partnerships with government, civil society, donors, academia, and the private sector. The role also includes coaching and developing staff, strengthening accountability and learning systems, and monitoring risks to ensure high-quality programme delivery.

How to Apply
Provide strategic leadership in programme design, policy influencing, and quality assurance.
Oversee the Country Strategy Plan (CSP) to ensure alignment with global priorities and Areas of Global Distinctiveness (AoGD).
Lead technical teams in MERL, policy, communications, and thematic areas to champion quality, learning, and innovation.
Ensure project designs meet programme quality standards and commitments to gender equality and inclusion.
Collaborate with Business Development and National Organisations (NOs) to design impactful and sustainable projects.
Supervise and coach staff, developing tailored growth plans and conducting performance assessments.
Monitor risks associated with programme delivery and report mitigation measures.
Ensure accountability, learning, and knowledge management across all programmes.
Track key performance indicators and strengthen partnerships to improve programme quality.
Advocate for children’s rights and gender equality at national, regional, and global levels.

Bachelor’s degree in Development Studies, Social Sciences, Management, or related field (Master’s degree preferred).
Minimum of 5 years’ experience in programme strategy, policy influencing, or programme quality roles within international NGOs or development organizations.
Strong leadership and senior management experience, with ability to lead multi-disciplinary teams.
Proven experience in programme design, monitoring, evaluation, research, and learning (MERL).
Strong understanding of child rights, gender equality, and inclusive development programming.
Excellent stakeholder engagement, advocacy, and partnership-building skills.
Strong analytical, problem-solving, and strategic planning skills.
Ability to work collaboratively as part of a leadership team.
Commitment to Plan International’s mission, values, and safeguarding principles.
