Location: Uganda
Role Overview
Raising The Village (RTV) is seeking a seasoned and strategic Head of HR to lead and expand our People & Culture function across Uganda. This pivotal role will ensure that our teams receive the support, systems, and strategic direction needed to drive meaningful impact. As a senior HR leader, you will manage a dedicated HR team, advise senior leadership, and position HR as a key enabler of organizational success. The ideal candidate is proactive, people-focused, and adept at balancing operational HR management with strategic workforce planning in complex, mission-driven settings.
Duties, Roles and Responsibilities
1. HR Strategy & Leadership
Develop and execute a comprehensive HR strategy aligned with RTV’s global vision.
Lead, mentor, and develop the Uganda HR team, fostering accountability and growth.
Serve as a trusted advisor to senior leadership on workforce planning, culture, and organizational effectiveness.
Champion an inclusive, high-performance culture rooted in RTV’s values.
2. Employee Relations & Issue Resolution
Lead resolution of HR escalations, grievances, and employee relations matters promptly and fairly.
Strengthen conflict resolution and performance management processes.
Ensure compliance with Uganda labor laws, RTV policies, and international standards.
Maintain an active HR presence across field and office locations.
3. Talent Acquisition & Workforce Planning
Oversee recruitment strategies to secure timely, high-quality hires that align with program needs.
Enhance talent sourcing, interviewing, and onboarding practices.
Collaborate with managers on organizational design and workforce planning.
Promote diversity, equity, and inclusion in all hiring and resourcing efforts.
4. HR Operations & Process Optimization
Improve HR systems and processes for efficiency and user experience (contracts, benefits, leave tracking, performance management).
Lead HR data management and reporting to support leadership decision-making.
Coordinate cross-functionally to align HR processes with operational priorities.
Collaborate with global HR teams to maintain policy consistency.
5. Learning, Development & Organizational Health
Design and implement staff training, leadership development, and team-building initiatives.
Conduct organizational assessments and surveys to guide HR improvements.
Support managers in enhancing leadership and employee development practices.
Foster a culture of recognition, growth, and accountability.
6. Health, Safety & Wellbeing
Oversee and enhance RTV’s health and safety policies across Uganda.
Ensure compliance with national laws and international standards.
Manage incident reporting and risk mitigation efforts.
Partner with leadership and facilities teams to maintain a safe and inclusive workplace.
Qualifications, Education and Competencies
12+ years progressive HR experience, with at least 5 years in senior HR leadership.
Proven success managing HR teams and overseeing the full employee lifecycle.
In-depth knowledge of Uganda labor law and HR best practices in East Africa.
Demonstrated expertise in HR strategy, employee relations, recruitment, and change management.
Experience in nonprofit, international development, or multi-site operational environments preferred.
Strong interpersonal, facilitation, and problem-solving skills.
Bachelor’s degree in HR, Business Administration, Organizational Development, or related field; Master’s degree preferred.
HR certifications (SHRM, CIPD, HRCI) considered an advantage.
