Job Summary
The Grants and Compliance Officer is a critical role responsible for ensuring effective management of grants and adherence to donor compliance requirements throughout the project lifecycle—from initiation to closure. This role involves maintaining accurate grant tracking, monitoring partner budgets and expenditures, and ensuring compliance with donor guidelines and statutory regulations. You will provide technical support to sub-grantees by reviewing financial reports, building capacity, monitoring risks, and conducting compliance assessments. Additionally, you will oversee cost-share management, support internal and donor audits, and ensure timely and accurate reporting to management and project teams. Strong analytical, financial, and communication skills are essential to facilitate transparent and efficient grant administration within Baylor Uganda’s donor-funded programs.
Duties, Roles and Responsibilities
Grant and Financial Reporting Management
Review monthly reports submitted by Civil Society Organizations (CSOs) against organizational checklist requirements.
Examine sub-grantees’ financial reports for accuracy, reasonableness, allowability, and allocability of costs.
Review bank reconciliation and mobile money statements for sub-awards to ensure accuracy.
Provide timely feedback to partners on financial reports and alert management on compliance issues.
Prepare monthly cash requests and coordinate timely disbursement of funds to partners.
Budget Development and Monitoring
Support the preparation and review of partner budgets to ensure alignment with submitted proposals and donor requirements.
Monitor expenditures against approved budgets.
Prepare monthly and quarterly financial reports and share updates with management and project teams.
Interpret donor financial guidelines and communicate them clearly to partner organizations.
Cost Share Management
Review sub-grantee budgets to verify that cost share is properly budgeted per donor requirements.
Track, verify, and file documentation related to donor cost share.
Collaborate with program teams to identify and monitor cost share activities and expenditures.
Maintain organized cost share records and documentation.
Subaward Management
Conduct targeted capacity-building sessions for partner finance staff based on financial assessment findings.
Follow up on audit findings and support partners in addressing identified issues.
Provide training to partners on donor rules, regulations, and compliance standards.
Assist the Grants and Contract Specialist in coordinating partner audits and compliance follow-ups.
Maintain compliance documentation and filing for all subawards.
Compliance and Risk Monitoring
Work with sub-grantees to develop and maintain risk registers and monitoring tools, recommending mitigation strategies.
Ensure project activities comply with financial, operational, administrative, and programmatic donor requirements and statutory regulations.
Communicate compliance responsibilities to staff and conduct site visits to verify policy implementation.
Review sub-grantee payments, audit queries, and compliance issues, providing technical support to resolve any concerns.
Conduct periodic reviews of operational compliance to ensure value for money and effective program delivery.
Organize monthly compliance meetings to review partner performance and identify areas for improvement.
Support project managers in resolving ad hoc compliance and financial issues related to grant management.
Liaise with staff and partners to ensure corrective actions on donor or auditor findings are implemented promptly and report progress to management.
Maintain updated project risk registers and compliance logs, reviewed at least biannually.
Qualifications, Education and Competencies
Bachelor’s degree in Business Administration, Finance, or a related field.
At least 2 years of experience in grants or finance administration within a reputable organization.
Exceptional skills in spreadsheet construction and financial analysis.
Professional accounting qualifications such as CPA or ACCA are an added advantage.
