USAID Local Partner Health Services – Kigezi & Lango is implemented by the Joint Clinical Research Centre (JCRC). It focuses on enhancing Uganda's healthcare system by improving access to quality HIV and TB services. The program works closely with district leadership, healthcare facilities, and communities to ensure effective and sustainable health interventions in the Ankole and Acholi regions.

Job Description

Reporting to the Technical Manager – Locum, the DBT Manager provides managerial oversight for cluster teams, ensuring effective coordination of lifesaving HIV/TB activities at facility and community levels. This includes district engagement, capacity building, and aligning activities with government health workers in the supported districts. The DBT Manager will also ensure documentation of best practices, manage team performance, and facilitate data analysis to drive quality improvements.

Duties, Roles and Responsibilities

  • Lead district engagement with local leadership for program planning and implementation.

  • Coordinate with the Technical Manager, MEL Manager, and cluster teams to develop weekly activity plans.

  • Review and approve cluster-specific concepts and budgets.

  • Ensure alignment of cluster team activities with lifesaving HIV/TB priorities.

  • Support capacity-building initiatives for district and site teams.

  • Provide oversight for team performance management and leave planning.

  • Collaborate with district leadership to optimize resource use and waste management.

  • Participate in data analysis, performance reviews, and quality improvement initiatives.

  • Facilitate the documentation of best practices, success stories, and abstracts.

  • Perform other duties as assigned by the supervisor.

Qualifications, Education and Competencies

  • A degree in Medicine or Surgery. A postgraduate qualification in Public Health or Project Management is an added advantage.

  • At least 5 years of experience working on donor-funded HIV/TB programs.

  • Proven ability to work with local government and manage project teams.

  • Willingness to work in rural settings.

  • Strong organizational, communication, and team leadership skills.
