Job Description
The Specialist will be responsible for drafting contracts, MoUs, and legal documents while analyzing laws and procedures relevant to RDB’s operations. The role requires advising departments on legal matters, including recruitment, contract management, and termination, as well as representing RDB in judicial and extra-judicial proceedings. The Specialist will work closely with the Attorney General’s Office and legal counsel on litigation, prepare pleadings, and ensure effective defense of RDB’s interests. Additionally, the role involves developing training programs to enhance legal compliance, providing legal opinions on complex issues, and participating in internal and external meetings on behalf of RDB.
Duties, Roles and Responsibilities
Provide general legal support and advice on a wide range of issues.
Draft contracts, MoUs, legal opinions, and other legal documents.
Analyze and review laws, orders, regulations, and procedures relevant to RDB.
Work with legal analysts in preparing judicial or extra-judicial legal actions.
Liaise with the Attorney General’s Office and lawyers on litigation involving RDB.
Prepare rebuttal pleadings and represent RDB in judicial and extra-judicial proceedings (upon accreditation by the Rwanda Bar Association).
Provide legal opinions on HR and departmental issues, including recruitment and contract management.
Propose and deliver legal compliance training for staff.
Represent the Division in meetings, conferences, and other engagements as delegated.
Ensure RDB complies with national legal standards and institutional requirements.
Perform any other tasks assigned by supervisors.
Qualifications, Education and Competencies
Master’s Degree in Law with at least 1 year of relevant experience; OR
Bachelor’s Degree in Law with at least 3 years of relevant experience.
Diploma in Legal Practice or Legal Drafting is an added advantage.
Strong command of English (proficiency in French and Kinyarwanda is an added advantage).
Excellent knowledge of corporate, administrative, public, and intellectual property laws.
In-depth understanding of Rwanda’s legal and judicial systems.
Strong contract drafting, negotiation, and litigation skills.
Excellent interpersonal, communication, and presentation skills.
Ability to manage complex legal issues and provide sound legal advice.
High ethical standards, integrity, and professionalism.
Strong time management, organizational, and analytical skills.
