Technical Officer – Capacity Building
Purpose of the Job
To provide technical assistance for the Ministry’s online learning platform, focusing on content management and training coordination.
Duties, Roles and Responsibilities
Identify capacity-building needs for PDUs.
Provide technical input into curriculum review and training manual design.
Support development of training materials (physical, virtual, ELMS).
Maintain a database of trainers, trainees, and resource persons.
Manage training rosters and nomination systems.
Support planning and implementation of Secretariat-led trainings.
Develop and maintain the ELMS training section.
Upload and update e-learning content.
Edit existing course materials.
Ensure consistency and quality of training content.
Generate reports on user activity and course completion.
Analyze data to inform ELMS improvements.
Perform other duties as assigned.

Qualifications, Education and Competencies
Minimum Qualifications
Bachelor’s degree in Supply Chain Management, BCOM, or BBA (Procurement).Professional membership or sustainable procurement certifications are an added advantage.
Experience
Minimum 5 years of relevant experience at the level of Senior Procurement Officer or equivalent.
Knowledge and Skills
Strong understanding of the PPDA Act & Regulations.
Knowledge of sustainable procurement.
Excellent facilitation, communication, and training skills.
Strong organizational and multitasking ability.
High proficiency in MS Word and PowerPoint.
High integrity and ethical conduct.
