Technical Buyer

Role Overview
The Technical Buyer is responsible for supporting procurement activities by conducting market price surveys, verifying contractor invoices against actual work completed, and ensuring compliance with technical requirements and project specifications. This role involves collaborating with stakeholders on site visits, negotiating with suppliers, coordinating import procurement, and managing supplier relationships to ensure timely delivery and cost efficiency.
Duties, Roles and Responsibilities
Conduct market price surveys for frequently sourced items and those listed in Bills of Quantities (BOQs).
Verify accuracy of contractor bills and invoices against actual work quantities and Local Purchase Orders (LPOs).
Participate in site visits alongside project stakeholders to monitor progress.
Negotiate competitive terms and prices with suppliers to maximize savings.
Review supplier compliance with technical requirements, project layouts, BOQs, and cost estimates.
Coordinate import procurement through the Group procurement hub, ensuring smooth logistics and delivery.
Support user departments in procuring goods and services efficiently.
Manage the tendering process as required.
Develop, evaluate, and monitor supplier performance through key performance indicators (KPIs).
Prepare and submit monthly and quarterly procurement reports.
Qualifications, Education and Competencies
Bachelor’s degree in Engineering, Architecture, Quantity Surveying, or a related field.
Minimum of 2 years’ experience in project management, construction, infrastructure development, or related sectors.
Knowledge of procurement and supply chain management processes is an advantage.
Strong analytical, communication, and report writing skills.
Self-driven, results-oriented, and a good planner.
Ability to communicate in some local languages is preferred.
