Job Description
Job Title: WASH Technical Consultancy

Duty Station: Kampala, Uganda
Background and Purpose:
To ensure continuity and timely delivery of priority interventions under the Annual Work Plan (AWP), additional technical capacity is required during the absence of the staff member (WASH Specialist- MZO), who will be on parental leave for over three months. The Moroto Zonal Office must maintain momentum in executing planned activities, aligned with three key deliverables, as outlined in the current AWP.
The recruitment of a consultant will provide the necessary support to coordinate, implement, and monitor these activities effectively. This interim arrangement will help safeguard progress towards programme objectives, uphold quality standards, and mitigate any delays in service delivery.
Justification
As the MZO WASH Specialist will be away from his duty on Parental leave for around four months, there will be a need to continue the ongoing and potential new responsibilities. This is also critical as KOICA funded Climate Resilient WASH in Institutions is going to be initiated during this period.
Job Summary:
The overall objective is to technically support the WASH assignment in order to achieve the planned activities as part of the Moroto Zonal Office (MZO) workplan. The specific objectives are indicated as follows:
Strengthen District Capacity in WASH MIS, Planning, Implementation, Coordination & Monitoring (Moroto Zonal Office).
Enhance Technical Capacity for Sustainable Institutional & Community WASH (including climate-resilient actions) in Karamoja sub-region.
Effective Humanitarian Crisis Response in Karamoja & Northeastern Uganda (Teso, Elgon).
Duties, Roles and Responsibilities
Support coordination of the regional WASH FIT workshop and hygiene promotion activities in schools.
Strengthened institutional O&M of WASH facilities in schools:
Support rehabilitation of WASH systems in 14 primary schools
Support coordination of regional training of local technicians on solar motorization of WASH systems
Participating in Impact Evaluation Inception meetings and WASH in Schools studies.
Support the implementation of district planning, coordination and national O&M framework
Support effective EPR coordination and improved emergency preparedness and response
Deliverables
Final WASH FIT & hygiene promotion report.
Final report on institutional O&M report.
Final report on Impact Evaluation mission.
Final district capacity support report
Final ERP report
Qualifications, Education and Competencies
To qualify as an advocate for every child you will have…
Technical Background and experience
Education: University degree in Environmental/ Civil Engineering is required (Advanced degree an added advantage).
Professional experience: At least (2) years of experience in WASH in both development and emergency experience is essential within the context of Uganda. Earlier work experience with UNICEF in Uganda Country Office and in Karamoja region is an advantage as this is a short-term assignment.
More details – Knowledge/Expertise/Skills required:
Demonstrated experience in conducting studies / assessments of WASH infrastructures in schools and health care facilities as well as working with children.
Ability to mobilize muti-disciplinary team involving WASH programme persons and enumerators.
Experience of working with relevant stakeholders from the government and non-governmental institutions.
Excellent communication, leadership and interpersonal skills
Knowledge of English is mandatory
Computer literacy, especially with Excel and GPS/photo management is required
Language requirements: Fluency in English is required (oral and written). Knowledge of another UN language or local Ugandan languages is an asset.
