Role Purpose
MTN Uganda is seeking a highly skilled Senior Specialist – IP & Core Network Security to lead the planning, implementation, and management of robust security controls across its core telecom network infrastructure. This includes safeguarding RAN, IP backbone, circuit-switched, packet-switched, and transport networks to ensure confidentiality, integrity, and availability.
The role will focus on proactive threat detection, risk mitigation, regulatory compliance, and aligning network security initiatives with MTN Uganda and MTN Group’s strategic objectives.

Duties, Roles and Responsibilities
Security Architecture & Risk Management
Design and implement security frameworks for core network elements including IP/MPLS/SRv6, PS/CS cores, and RAN infrastructure.
Conduct ongoing risk assessments, vulnerability scans, and threat analysis across all network domains.
Ensure secure network architecture aligns with 3GPP, GSMA, ISO 27001, and NIST standards.
Monitoring, Detection & Response
Configure and manage firewalls (Palo Alto, Fortinet, Cisco ASA), IDS/IPS, DDoS mitigation tools, and IP filtering systems.
Monitor BGP security using techniques such as prefix filtering, RPKI, and route validation.
Establish a mini-SOC (Security Operations Center) to monitor, investigate, and respond to network security incidents.
Compliance & Policy Governance
Lead internal and external compliance efforts, ensuring alignment with regulatory requirements and telecom industry frameworks.
Conduct regular audits, penetration testing, and configuration reviews to identify and address potential vulnerabilities.
Develop and maintain documentation, SOPs, security playbooks, and incident response protocols.
Collaboration & Integration
Work cross-functionally with RAN, Core Network, Transport, and Service Delivery teams to embed security into project designs and rollouts.
Support secure onboarding of new services, network expansions, and software upgrades.
Liaise with MTN Group Information Security on the design and execution of network security initiatives.
Leadership & Guidance
Guide network teams on secure rollout practices that protect customer data and privacy.
Lead security-related deployments across all MTN network domains.
Stay updated on emerging cyber threats, network security technologies, and industry best practices.
Qualifications, Education and Competencies
Education:
Bachelor’s degree in Telecommunications, Computer Science, Information Security, or related field.
Experience:
3–5 years’ experience in IP network engineering and/or telecom network security.
1–2 years in a supervisory or technical leadership capacity.
Industry certifications such as CCNP/CCIE Security, JNCIS/JNCIP Security, CISSP are a plus.
Experience working with firewalls, telecom infrastructure (HLR, MSC, BSC, RNC, 5GC), and security appliances.
Familiarity with DDoS mitigation platforms (e.g., Arbor, Radware), SIEM tools, and threat intelligence systems.
Technical Skills & Competencies
Network Security & Architecture
Deep understanding of mobile network architectures (GSM/UMTS/LTE/5G, EPC, 5GC).
Strong command of IP/Core security, secure routing (RPKI, DNSSEC), and interconnection protocols (GRX/IPX).
Protocols & Standards
Proficient in SS7/SIGTRAN, Diameter, GTP, SIP/IMS, and security protocols like IPsec, AKA/EAP-AKA, MAP.
Familiarity with lawful interception, location-based services, and GSMA/3GPP compliance standards.
Tools & Operations
Hands-on experience with SIEM systems, IDS/IPS, DPI tools, and penetration testing software.
Skilled in creating and managing incident response processes and playbooks.
Soft Skills
Strong analytical thinking and problem-solving abilities
Ability to lead cross-functional teams and projects
Excellent communication, documentation, and reporting skills
Results-oriented mindset with high integrity
