The Senior Officer – Performance Monitoring plays a key role in enforcing regulatory compliance and monitoring performance of the public procurement and disposal system in the region. The goal is to enhance service delivery and promote sustainable national development through effective oversight of procurement practices.

How to Apply

  • Build and maintain strong strategic relationships with regional stakeholders.

  • Lead and manage procurement, contract, and compliance audits within the region.

  • Participate in periodic updates of audit tools to reflect emerging trends and compliance needs.

  • Support the design, implementation, and monitoring of capacity-building programs for PDEs.

  • Review procurement plans and submissions to ensure alignment with regulations.

  • Conduct investigations into procurement-related complaints and issues.

  • Monitor performance of procurement systems (e-GP, GPP) and National Development Plan (NDP III) flagship projects.

  • Engage and support high-spending entities within the region.

  • Monitor and report on local content implementation in regional procurements.

  • Collaborate with academic and research institutions on public procurement research initiatives.

  • Carry out additional tasks as assigned.

Minimum Education:

  • Bachelor’s degree in Procurement, Supply Chain Management, or related field.

  • Full professional qualification in Procurement or Supply Chain Management (e.g., CIPS, NEVI).

  • Additional qualification in ACCA or CPA is an added advantage.

Experience:

  • At least 4 years of experience in public procurement.

  • Strong understanding of the PPDA Act, Regulations, Guidelines, and Standard Bidding Documents.

  • Familiarity with procurement guidelines of donor agencies (e.g., World Bank, EU, AfDB).

  • Experience in procurement auditing is highly desirable.
