Job Description
The role entails leadership in policy formulation, stakeholder engagement, data analysis, and regulation review for Kenya’s payment systems. The Senior Manager will supervise staff within the section and ensure effective collection and processing of payment system data, implementation of frameworks, review of national payment laws and regulations, and ensure alignment with local and international best practices. The individual will lead financial inclusion initiatives and foster collaboration with other central banks and stakeholders, while also ensuring regular publication of industry performance data and updates.
Duties, Roles and Responsibilities
Strategic Responsibilities
Contribute to CBK’s strategic objectives and performance of the National Payment Systems (NPS) function.
Supervise section staff to deliver on mandate effectively.
Technical and Operational Responsibilities
Coordinate CBK's local and international stakeholder engagements on payments.
Oversee implementation of the electronic data warehouse for NPS returns.
Conduct research on emerging payment system issues.
Develop and update NPS policy frameworks, laws, and regulations.
Design inclusive payment policies and monitor their impact.
Coordinate financial inclusion strategies within the division.
Ensure accurate data processing, reporting, and website updates.
Identify and address capacity building needs in the section.
Conduct staff appraisals and supervise overall team performance.
Any other responsibilities assigned by management.
Qualifications, Education and Competencies
Educational Qualifications
Bachelor’s Degree in Economics, Banking, Accounting, Finance, Business Administration, Law, Mathematics, Computer Science, or related fields.
Professional certifications in Banking, Finance, Risk Management, or related areas are an added advantage.
Work Experience
Minimum 10 years’ experience in Payments & Banking Policy, Financial Services, or related fields.
At least 5 years of supervisory or managerial experience.
Technical Competencies
Strong data mining and analytics expertise.
Advanced proficiency in SQL and statistical techniques.
Solid understanding of banking laws, central banking operations, and economic issues.
Experience in managing large datasets and advanced analytical tools.
Excellent IT skills.

Strong planning, organization, and performance management.
