Position Title: Regional Executive Assistant & Information Management (IM) Officer

Position Overview
The Regional Executive Assistant & IM Officer (AIMO) plays a key dual role:
Providing executive-level administrative support to the Uganda Regional Delegation (URB), which includes Uganda, Rwanda, and Burundi.
Leading information management (IM) initiatives, ensuring best practices in data handling, knowledge sharing, and IM systems across the three delegations.
The AIMO reports technically to the Information Management Coordinator (IMCo) and acts as a key point of contact for internal and external stakeholders, including high-level government and humanitarian actors.
Duties, Roles and Responsibilities
Information Management
Lead and manage the use of collaborative tools, databases, and the delegation intranet.
Act as Access Manager and Site Records Manager (SRM) for the URB delegation.
Supervise Unit Records Managers (URMs) and ensure compliance with records management policies.
Organize regular IM trainings, briefings, and support onboarding for all new staff.
Coordinate and implement IM projects in collaboration with the IMCo.
Oversee document archiving processes, updates to communication guidelines, and the transfer of information between sites.
Serve as the delegation’s liaison for iGov, T&I policies, and IM compliance.
Executive Administrative Support
Manage internal and external communications on behalf of the regional management.
Coordinate high-level appointments, meetings, and logistics.
Draft, edit, and translate formal correspondence and internal documents.
Support planning and follow-up of coordination meetings and key decisions.
Maintain filing systems, including both paper and electronic records, for management.
Support protocol events, receptions, and high-level visits.
Prepare briefing files and documentation for regional and HQ visitors.
People Management
Supervise IM Officers based in Rwanda (KIG) and Burundi (BUJ), including performance evaluations, development planning, and coordination.
Oversee recruitment, training, and support for IM personnel in the region.
Facilitate team meetings, alignment on goals, and cross-site collaboration.
Training & Support
Provide training to staff on IM tools, correspondence protocol, and office standards.
Ensure understanding and application of ICRC policies related to information handling, signatures, sensitive materials, and communication.
Organize and facilitate national IM seminars, workshops, and knowledge-sharing sessions.
Qualifications, Education and Competencies
Education:
Master’s degree in Business Administration, Information Management, or a related field preferred.
Bachelor’s degree in Business Administration, Public Administration, Office Management, or equivalent.
Diploma in Secretarial Studies or Office Administration with relevant experience also acceptable.
Experience:
Minimum 5 years of progressive experience in high-level administrative or executive support roles.
At least 3 years in information or records management roles.
Experience working in an international, governmental, or NGO setting is preferred.
Technical Skills:
Proficiency in Microsoft Office Suite and document management platforms (e.g., SharePoint, OneDrive).
Strong command of English and/or French (spoken and written).
Familiarity with data classification, retention schedules, and digital archiving.
Core Competencies:

Strong interpersonal and communication skills.
High attention to detail and confidentiality.
Ability to manage multiple tasks and stakeholders under pressure.
Adaptability to dynamic and multicultural work environments.
