About the Role
We are seeking a strategic and experienced Regional Communication and Prevention Manager to lead our communication and prevention efforts across our URB Delegation (Uganda, Rwanda, Burundi). Based in Kampala, this role is responsible for defining and implementing communication priorities and strategies, supporting the delegation's humanitarian objectives, and strengthening public understanding and acceptance of the ICRC’s mission.
You will lead a regional team, act as spokesperson, guide external relations, and support internal and Movement-wide communication efforts. You will also play a critical role in aligning communication and prevention strategies across the three sites and integrating them into broader ICRC programming.
Duties, Roles and Responsibilities
Strategic Leadership
Define and drive the strategic direction of communication and prevention across the URB Delegation.
Coordinate with senior management in Uganda, Rwanda, Burundi, and with ICRC HQ and regional teams to align priorities and messaging.
Lead the delegation’s Planning for Results (PfR) process for communication and ensure alignment with institutional goals.
Public and Media Relations
Serve as the official spokesperson for the URB Delegation.
Manage relationships with media, ensuring effective and timely engagement.
Oversee production of internal and external communication materials (digital and print), maintaining quality and brand consistency.
Communication Strategy & Content
Implement and evaluate communications programs including digital outreach, public communications, operational communication, and community engagement.
Define public positioning, messaging, and identity of the delegation in coordination with leadership.
Contribute to the delegation’s contextual analysis, with a focus on reputation, perception, and security.
Prevention and Humanitarian Diplomacy
Build and maintain strategic relationships with key stakeholders including government actors, humanitarian agencies, and civil society.
Support humanitarian diplomacy efforts, audience engagement, and resource mobilization.
Contribute to policies and practices that strengthen the ICRC’s ability to operate safely and effectively.
Movement Coordination
Strengthen collaboration with National Red Cross and Red Crescent Societies in the region.
Ensure consistency with Movement-wide strategies and agreements (e.g. the Seville Agreement).
Promote coordinated messaging across the Movement.
Team Leadership & Management
Lead and coach communication teams in Kampala, Bujumbura, and Kigali.
Oversee recruitment, performance management, and capacity building for a team of 4–6 communication professionals.
Review and optimize team structures and workflows across the region to create an integrated communication approach.
Internal Communication & Support
Advise senior management on internal communication strategies to promote staff engagement and institutional alignment.
Provide training, coaching, and tools to ICRC staff across departments to ensure clear and consistent messaging.
Key Relationships
Internal
Delegation management teams and mission heads in Uganda, Rwanda, and Burundi.
ICRC HQ departments (Mobilization, Movement & Partnerships; International Law, Policy & Humanitarian Diplomacy).
Regional communication centers, advisors in Nairobi, and other delegations affected by regional crises.
External
Media, government authorities, UN agencies, armed forces and police, civil society organizations, NGOs, and humanitarian actors (mid- to high-level contacts).
Qualifications, Education and Competencies
Education
University degree (Master’s preferred) in Communications, Political Science, International Relations, Journalism, Law, or related fields.
Languages
Fluency in English and French (spoken and written) is required.
Technical Skills
Proficient in MS Office and other digital communication tools.
Comfortable using online platforms and social media for outreach.
Experience
Minimum 8 years of relevant professional experience in communication or prevention roles.
At least 2 years of ICRC field experience.
Proven experience in team and project management.
