About the INCLUDE Project
Funded by the Embassy of the Kingdom of the Netherlands (EKN), the INCLUDE Project seeks to enhance the resilience and improve the living incomes of smallholder livestock farmers across four regions: Busoga, Ankole, Kigezi, and Rwenzori. The project applies the Participatory Integrated Planning (PIP) approach to empower households to plan and act toward their development aspirations.
Position Overview
The Regional Administrative Officer will oversee all support operations in the regional office. The role ensures effective execution of administrative services, procurement, logistics, fleet management, and asset/inventory control. The officer will act as the primary liaison between the regional office and the SNV Country Office in Kampala, ensuring timely and efficient operational support for program delivery.
The successful candidate will represent SNV at the regional level with partners, government authorities, and other stakeholders, while ensuring compliance with SNV policies and Ugandan regulations.

How to Apply
Procurement, Logistics & Fleet Management
Lead and monitor regional procurement processes, ensuring compliance with SNV and donor guidelines.
Oversee stock management, asset tracking, and inventory control, ensuring accurate records and proper usage.
Supervise transport and fleet operations, ensuring efficiency, safety, and cost-effectiveness.
Manage office facilities and contracts, including lease agreements and service providers.
Maintain organized documentation for all procurement, logistics, and operational activities (both hard and soft copies).
Ensure clear communication and coordination between regional teams and the Kampala office on procurement and logistical needs.
Operations & Representation
Act as SNV’s operational focal point in the region, engaging with partners, local authorities, and community stakeholders.
Ensure implementation of internal control systems and segregation of duties within the regional office.
Guarantee documentation standards are met and archived according to SNV and donor requirements.
Monitor office resource utilization and take corrective action to maintain operational efficiency.
Team Leadership & Human Resources
Supervise and coordinate the regional operations support team (procurement officers, drivers, administrative staff).
Support recruitment, onboarding, training, and performance development for the regional support team in collaboration with the Kampala HR team.
Promote a culture of accountability, teamwork, and continuous improvement.
Ensure compliance with SNV HR policies and workplace safety standards.
Bachelor's degree in Business Administration, Logistics, Procurement, Operations Management, or related field.
Minimum 5 years of relevant experience in operations, logistics, procurement, or administration within an international development organization.
Proven experience managing administrative systems, procurement, and field office logistics.
Familiarity with donor-funded project requirements and reporting standards.
Strong leadership, planning, and coordination skills.
Ability to manage diverse tasks in a dynamic and multi-stakeholder environment.
Excellent communication skills in English and local languages.
Proficient in Microsoft Office Suite and inventory management systems.
