WFP is seeking to recruit a Consultant – Integrated Climate Risk Insurance (SSA8) to support the implementation of WFP’s climate risk insurance programming in this pilot phase. The successful candidate shall be responsible for the implementation of the Agricultural Insurance pilot and the roll-out and scaling of the Forecast-based Index Insurance (FII) for early response insurance products for smallholder farmers. This position is a time-bound consultancy to lead the initial design and piloting of the programme before review of these initial experiences and scale-up leveraging WFP’s core programming.
Duties, Roles and Responsibilities
Project and operational coordination:
Coordinate the technical design of robust and context specific insurance products with RBN and HQ teams which are responsible for technical backstopping on insurance design.
Support the CO in the roll-out/scale-up Agricultural Index Insurance and Forecast-based Index Insurance (FII) programmes in Uganda starting with Karamoja region ensuring smooth implementation of various project components including beneficiary identification and registration, awareness creation, trainings and capacity building, product delivery, seasonal monitoring, payout disbursements and reporting among others. Specific delivery is expected in ensuring linkages between farmer groups and the insurance service providers contracted by WFP.
Support the design and implementation of complementary risk retention and livelihood diversification initiatives including savings, access to credit strategies, market linkages through Village Savings and Loans Associations, Farmer Associations or any other approach.
Follow through with insurance companies and other service providers to ensure timely delivery of services and seasonal reporting on insurance performance.
Develop and operationalize innovative and efficient product distribution models for insurance.
Technical Support:
Provide technical advice and backstopping on FII and agricultural insurance to colleagues.
Contribute to the CO’s engagements in Uganda’s national Disaster Risk Financing (DRF) technical working group with a particular focus on insurance.
Partnerships and stakeholder engagements:
Support the CO and Field Offices (FOs) and their implementing partners i.e. Cooperating Partners (CPs), Insurance companies, NGOs, Government partners and UN agencies in operationalizing sustainable implementation of climate risk insurance and financial inclusion services.
Assist in coordination of partnerships that add both programmatic and strategic value to the climate risk agenda and help achieve program objectives.
Liaise with Government institutions including to support implementation of FII in Uganda.
Knowledge management and M&E
Support effective planning, organization and participation in insurance and financial inclusion Learning forums; including webinars, trainings, workshops, and conferences and provide high quality reports and communication materials.
Coordinate CO efforts in conducting outcome monitoring and reporting through Post Distribution Monitoring surveys on insurance.
Keep track and periodically update the climate risk financing indicators (CRF) data base as per WFP HQ guidelines.
Support dissemination/incorporation of lessons learnt.
Contribute to the global annual report on climate risk insurance.
Any other duties as relevant:
Support CO in development of TORs for service providers, review legal documents (in liaison with legal office)
Ensure adherence to WFP procurement and reporting requirements.
Maintain track of various project budgets and reporting
Qualifications, Education and Competencies
An advanced university degree in the areas of Business Administration, Agronomy, Agricultural Economics, Actuarial Science, Development studies, Climate adaptation, or related field.
Experience:
At least 1 year of post-graduate work experience in the Agricultural/Livestock Insurance sector OR Disaster Risk Financing Programmes
Experience working with/supporting public and private sector actors in project implementation in this or a closely related field.
Knowledge & Skills:
Ability to work independently in a timely and organized manner
Excellent coordination skills
Excellent oral and written communication skills
Ability to interpret and translate technical concepts into local contexts
Ability to work in a team and establish effective working relationships with persons of different national and cultural backgrounds and multi-task as needed
Languages: Fluency in English language.
