Role Overview

As Programme Officer, you’ll lead the coordination, implementation, and reporting of key governance projects. You'll play a central role in managing partnerships, aligning with donor expectations, building the capacity of youth civil society organisations (YCSOs), and facilitating advocacy efforts. This position offers the opportunity to drive systemic change through collaboration, strategic planning, and youth-led action.

How to Apply

1. Project Coordination & Stakeholder Engagement

  • Lead and coordinate the National Youth Working Group and its thematic sub-groups.

  • Facilitate collaborative CSO–government working groups.

  • Organise quarterly planning and reflection sessions for NYWG members.

  • Host dialogues with key regulators and government agencies.

  • Engage with government ministries, parliamentary committees, and development partners to support youth-focused policy influence.

2. Capacity Strengthening & Knowledge Management

  • Oversee the launch and management of the Youth Leaders Lab digital platform.

  • Conduct needs assessments and deliver tailored training for youth CSOs on governance, leadership, advocacy, safeguarding, and financial management.

  • Support youth leaders to develop and implement action plans with mentorship and regular follow-up.

  • Lead the production and dissemination of the State of Youth Civil Society Report.

  • Support the development of a youth monitoring framework for National Development Plan IV.

3. Advocacy, Events & Reporting

  • Conduct policy research to support advocacy for the Start-Up Bill and other youth enterprise-related reforms.

  • Mobilise youth to engage with parliamentary committees and participate in high-level policy dialogues.

  • Organise national events such as the National Youth Business Forum.

  • Ensure project visibility through communication campaigns, webinars, and briefings.

  • Monitor and report on project outcomes in line with donor and organisational standards.

4. Additional Duties

  • Provide support during evenings, weekends, or holidays as required (with time off in lieu).

  • Take on other responsibilities relevant to the role as assigned.

Essential

  • Proven experience in youth leadership, engagement, and capacity-building.

  • Strong skills in policy advocacy and stakeholder engagement.

  • Excellent written and verbal communication, with demonstrated reporting experience.

  • Strong organisational and problem-solving skills.

  • Ability to work independently and manage complex partnerships.

Desirable

  • Experience managing or facilitating digital learning or collaboration platforms.

  • Knowledge of Uganda’s youth policy and legal frameworks.
