Job Description
Under the supervision of the UNDRR Programme Management Officer for Recovery Readiness, the home-based consultant will support Strategic Objective 4 "Risk-informed disaster preparedness leads to effective and resilient response and recovery" in the Republic of Uganda. The coordinator will ensure close coordination with national counterparts including the Office of the Prime Minister and Ministry of Finance.
Duties, Roles and Responsibilities
- Participate in inception meetings between UNDRR, Government counterparts and partners
- Recovery readiness
- Review and input to Recovery Readiness Framework and Assessment Tool
- Conduct desk review and data collection concerning the country policy and legal environment, baseline data, institutional arrangements, international assistance and engagements, and human and system capacity based on the Recovery Readiness Framework and Assessment Tool.
- Consider specifically the inclusion of gender-disaggregated data and data concerning at-risk groups.
- Design and conduct stakeholder mapping of actors engaged in recovery, with specific focus on women and at-risk groups, as guided by UNDRR and gender expert
- Organize national stocktake and consultation workshop on recovery in connection with the project inception workshop: developing workshop agenda, supporting logistics preparations, facilitating sessions and drafting/finalizing workshop report
- Draft national recovery readiness assessment report based on desk review and stocktake workshop findings
- Support in the integration of the Public Financial Management (PFM) assessment findings and recommendations into the National Recovery Readiness Roadmap to inform financial preparedness planning
- MSME Resilience
- Design and conduct mapping of key stakeholders in Uganda for participation in the project (e.g. national business associations, sectoral business associations, associations of small to medium enterprises)
- Review the localisation of training materials on SME Resilience and conduct mapping of tools developed either by stakeholders identified in 4a), or by UNDRR
- Co-create the training of trainers – including on-the-ground logistics – on SME resilience
- Co-facilitate the training of trainers on SME Resilience
- Co-create and Co-facilitate the training on SME Resilience
- Conduct pre and post training surveys to identify baseline targets and impact of trainings
- Draft project report outlining activities conducted, and key workshop findings, including recommendations for further strengthening of support to SMEs in Uganda and East Africa more broadly
- Serve as liaison with local agencies and government counterparts
- Provide regular progress reports
- Provide inputs to communication products, webstories, briefings and other processes as relevant
- Inception Package & Work Plan: A fully developed and approved inception package outlining the methodology, stakeholder engagement approach, and a detailed, country-adapted work plan with clear timelines and milestones.
- Uganda Recovery Readiness Diagnostic (Baseline Assessment): A comprehensive baseline assessment report analyzing Uganda’s policy, institutional, financial, and capacity landscape for resilient recovery, including gender and at-risk group considerations.
- Stakeholder Mapping & Engagement Strategy: A validated stakeholder mapping and engagement strategy identifying key actors across government, private sector, and civil society, with specific attention to women and at-risk groups.
- National Stocktake & Consultation Workshop Outputs: A successfully delivered national consultation workshop accompanied by a complete documentation package, including agenda, materials, and a report capturing validated findings and priorities.
- National Recovery Readiness Roadmap: A finalized and government-validated roadmap outlining priority actions, financing considerations, and institutional roles to strengthen recovery readiness and “Build Back Better” implementation.
- SME Resilience Capacity Building Package: A complete SME resilience training package, including localized materials, delivery of Training of Trainers and SME sessions, and analysis of pre- and post-training results.
- Final Project Report & Knowledge Products: A consolidated final report summarizing results, impacts, and recommendations, accompanied by communication products such as briefs or web stories for broader dissemination.
