Job Description
Under the DRIVE Project, the Procurement Specialist will be responsible for managing procurement activities, ensuring compliance with World Bank and local procurement policies, preparing bid invitations, coordinating vendor activities, reviewing requisitions and supplier invoices, managing inventories, and preparing procurement reports. The incumbent will facilitate the registration and due diligence of vendors, maintain procurement records, and support budget development and compliance tracking. The role involves extensive interaction with project teams, vendors, and stakeholders to achieve cost-effective and efficient procurement outcomes.
Duties, Roles and Responsibilities
Lead all procurement operations and ensure compliance with applicable policies.
Prepare bid invitations, requests for quotations, and procurement documentation.
Sensitize project staff on procurement procedures.
Attend and document procurement review committee meetings.
Maintain and enforce procurement policies and practices.
Conduct vendor assessments and ensure proper registration and due diligence.
Monitor procurement plans and ensure timely implementation.
Reconcile vendor accounts and manage supplier relationships.
Review and compile departmental requisitions.
Ensure completeness of invoice support documentation.
Prepare and track purchase orders and delivery timelines.
Manage inventory and maintain pricing records.
Develop and submit weekly and ad hoc procurement reports.
Participate in supplier quotation invitations and evaluations.
Support the DRIVE finance function in strengthening procurement systems.
Maintain up-to-date records and supplier profiles.
Qualifications, Education and Competencies
Minimum Qualifications:
Bachelor’s degree in Procurement, Supply Chain Management, or a related field.
Minimum of 5 years of experience in a similar role.
Proficient in Microsoft Office and procurement software.
Experience with ERP systems with procurement modules.
Strong negotiation, communication, and analytical skills.
High level of confidentiality and integrity.
Ability to meet strict deadlines.
Preferably experienced in World Bank or donor-funded project procurement.
Core Competencies:
Project management and leadership abilities.
Strategic thinking and problem-solving.
Financial and budgeting skills.
Familiarity with donor compliance and reporting.
Excellent interpersonal and communication skills.
