The Procurement Officer is accountable for the timely and efficient procurement of goods and services in accordance with CARE policies and procedures, donor, and government regulations. She/he will ensure that goods and services procured meet programmatic/operational needs, are of good quality and attain value for money.

Ensure that all procurement activities are carried out in line with CARE policies and procedures, donor, and government regulations (80%).
Collaborate with various programs and functional departments to identify procurement needs and develop procurement plans to ensure that the right goods and services are acquired at the right time, in the right quantity, and at the right price.
Coordinate the periodic review and update of the procurement plans to ensure that all needs are identified and that the plans are kept alive.
Monitoring the implementation of procurement plans.
Review product specifications or scope of work, terms of reference for services to ensure that specifications are clear, objective, and complete.
Drive procurement efficiency through forward planning and putting Framework Agreements (FWAs) in place.
Manage the entire procurement cycle including but not limited to sourcing for bids, preparation of summary bid analysis, negotiation, and issuance of purchase orders.
Take the lead in bidding and tender processes, preparation, and issuance of EOI, RFQ, ITB, RFP or other tender documents as required.
Ensure that order schedules and delivery lead times are met and in line with agreed terms and conditions.
Monitor contract management by user departments to ensure implementation of contracts in accordance with terms and conditions of the contract.
Periodically analyze industry trends and evolving technology to proactively identify supply-based issues, minimize risks, ensure continuity of supply, and identify emerging vendors in the markets across the region.
Maintain accurate procurement records and ensure that all procurement documentation is up-to-date and properly filed.
Perform other duties as may be assigned from time to time.

As a CARE ambassador, the Procurement officer is required to ensure gender equity and diversity (GED) within the team and nurture CARE’s core values and code of conduct. This will require Procurement officer to support the recruitment of procurement staff and service providers who will be engaged in CARE work. Practice behavior that is consistent with CARE’s core values, and promotion of gender equity and diversity goals. Play a leadership role in identifying and implementing initiatives that enhance CARE’s commitment to gender and diversity. Ensure that CARE Safeguarding policies and procedures are adhered to by supervisees and service providers. Ensure that staff and service providers are familiar with key organizational policies and procedures and can identify when needed how these may have been breached; The CI Safeguarding policy, Protection from Sexual Harassment; Exploitation and Abuse and Child Abuse, The anti-discrimination and harassment policy; and the code of conduct and the organizations Values.

Education
Bachelor’s Degree in relevant field (Business Administration, Procurement/ purchasing, Logistics) or equivalent.
Relevant professional qualification in Procurement and or Supply Chain Management (CIPS qualification or equivalent is preferred)
Experience
Minimum of 2-5 years of progressive responsibility in procurement 2 of which with an international development organization in a similar role dealing with both local and international procurement.
Skills & Core Competencies
Strong knowledge of procurement principles, practices, and procedures including donor regulations and statutory laws.
Excellent negotiation and communication skills, both written and verbal.
Ability to analyse information, evaluate options, and make informed decisions.
Strong organizational and multitasking abilities, with attention to detail.
Proficient in using procurement software and other relevant tools.
Excellent problem-solving and analytical skills.
Ability to build and maintain effective relationships with suppliers and stakeholders.
Recognized ability to exercise sound judgment in handling confidential and sensitive information.
Fluent in written and spoken English.
Customer Focus - Internal & External.
