Hunger Fighters Uganda (HFU) is a national, non-profit NGO established in 2008, working toward a hunger- and malnutrition-free Uganda. HFU implements interventions across Sustainable Agriculture & Livelihoods, Humanitarian Support, Nutrition & Food Security, and Research & Policy Advocacy. We currently operate in Kikuube, Isingiro, Kakumiro, and Kampala.

Job Purpose
The Procurement Officer will ensure timely and cost-effective procurement of goods and services, adhering to ethical standards, procurement policies, and financial governance procedures. The officer will play a key role in procurement planning, supplier management, and contract execution for projects under GFA, SRM, and other HFU initiatives.

How to Apply
Procurement Planning & Execution
Develop and implement annual procurement plans based on project needs.
Collaborate with departments to identify procurement requirements and schedule activities.
Deliver procurement projects within set timelines and budgets.
Sourcing & Category Management
Lead sourcing processes including RFQs, RFPs, ITBs, and supplier negotiations.
Support specification development and prepare solicitation documents.
Guide tender evaluation teams and document award recommendations.
Contracting & Supplier Management
Draft and manage contracts, MOUs, and purchase agreements.
Monitor supplier performance and conduct regular performance reviews.
Address and resolve supplier disputes when necessary.
Compliance & Reporting
Ensure procurement activities comply with internal policies and donor regulations.
Respond to audit queries and implement recommendations.
Prepare and submit monthly procurement reports and compliance summaries.
Logistics Coordination
Liaise with suppliers and field teams for timely deliveries and collections.
Coordinate payments, permits, and shipping documentation.
Performance & Continuous Improvement
Track annual targets and procurement initiatives.
Identify process improvements and contribute to policy updates.
Provide training to staff on procurement policies and tools.
Administrative Support
Support finance functions as needed when other staff are unavailable.
Perform any other duties as assigned by the Head of Finance and Administration.
Bachelor’s degree in Procurement, Logistics, Supply Chain Management, Business, Commerce, Accounting, or a related field.
CIPS Level 6 or equivalent qualification is an added advantage.
Minimum of 3 years’ experience in procurement or supply chain roles.
At least 2 years of experience working with data analysis, spreadsheets, and ERP systems.
Strong knowledge of Microsoft Excel (intermediate to advanced level).
Proficiency with common IT tools (e.g. MS Office, printers, scanners).
Understanding of Ugandan and international procurement regulations and customs processes.
