Job Title: Officer Climate Risk (1 Position)

Reports To: Manager, Operational Risk Management
Supervisees: None
Job Purpose
The role is responsible for identifying climate-related risks, conducting climate risk assessments, and deploying adaptation strategies and risk management practices tailored to the operational context of a central bank. The goal is to ensure the continuity and resilience of critical functions and services in the face of evolving environmental threats and challenges.
Duties, Roles and Responsibilities
Assess the status of bank buildings (residences and offices) and recommend estimated costs for necessary repairs to buildings, compounds, and pavements.
Prepare Bills of Quantities and cost estimates for new construction projects, building repairs, and maintenance works.
Review Bills of Quantities for construction and/or renovation-related works in preparation for procurement processes.
Verify contractors’ requests for payments.
Prepare interim payment certificates and final accounts for construction and/or renovation works.
Evaluate staff building loan applications, particularly the condition and value of houses.
Verify accountabilities submitted by staff concerning building loan usage.
Conduct routine supervision of contractor maintenance and/or construction activities to ensure adherence to Bills of Quantities and value for money.
Contribute to the evaluation of bids for the procurement of construction and/or renovation works.
Perform other duties as assigned by the Head of the Real Estate Services Section.
Expected Outputs
Cost estimates and Bills of Quantities for construction and/or renovation works.
Interim payment certificates and final accounts for construction and/or renovation works.
Monthly status reports on all building maintenance and construction activities.
Technical support provided to the staff building loan scheme.
Qualifications, Education and Competencies
Minimum Qualifications
A First Class or Upper Second-Class Honours degree in Quantity Surveying.
Must be registered with the Surveyors Registration Board (SRB) of Uganda.
Experience
A minimum of 5 years of relevant working experience in civil engineering works.
Age
Applicant must be between 35 and 40 years of age at the close of the advertisement.

Advanced computer knowledge; knowledge of computer-aided design (CAD) software is an added advantage.
