Job Description

The Monitoring & Evaluation (M&E) Officer will serve as the central assurance and evidence function for the National EUDR Coffee Traceability Programme. The role is responsible for ensuring that programme implementation, reporting, and decision-making are driven by accurate, timely, and verifiable data, in line with EUDR compliance requirements and ASIGMA’s data & reporting quality requirements. The M&E Officer will design and operationalize monitoring systems, conduct field verification, track progress against KPIs, and support closed-loop reporting to ensure that reported output reflects on-ground realities. This role requires close collaboration with programme management, regional field teams, technology services, partners, and government stakeholders to safeguard programme credibility, manage risk, and support milestone acceptance.

Job Scope The Monitoring & Evaluation (M&E) Officer is responsible for designing, implementing, and operationalising a robust, evidence-driven M&E system for the National EUDR Coffee Traceability Programme. The role focuses on:

Tracking progress against EUDR compliance, adoption, and rollout targets

Ensuring data quality, auditability, and closed-loop reporting

Supporting management decision-making through timely analysis and insights

Duties, Roles and Responsibilities

  • M&E Framework Design and Management
  • Design and maintain a programme-specific M&E framework aligned to:
  • EUDR compliance requirements
  • Programme milestones and KPIs
  • Define clear indicators, targets, data sources, and verification methods for all programme components (technology, operations, training, user support).
  • Data Collection Systems and Data Quality Assurance
  • Establish and maintain digital data collection tools and protocols linked to:
  • SYMOS system outputs
  • Field activity reports
  • Training and onboarding records
  • Ensure consistency, accuracy, completeness, and security of programme data.
  • Conduct routine data quality assessments and validation checks, including cross-verification with field observations.
  • Field Verification and Learning
  • Conduct regular field visits to verify reported activities, training outcomes, and system usage.
  • Collect beneficiary and stakeholder feedback to assess adoption quality and behavioural change.
  • Identify discrepancies between reported data and on-ground realities and recommend corrective actions.
  • Data Analysis, Reporting, and Dashboards
  • Analyse quantitative and qualitative data to assess:
  • Progress against KPIs
  • Regional performance variation
  • Adoption and compliance risks

Produce:

  • Weekly programme performance inputs (for closed-loop reporting)
  • Monthly programme and compliance reports
  • Dashboards to support management and Steering Committee oversight
  • Ensure reports are evidence-based, timely, and decision-oriented.
  • Closed-Loop Monitoring and Risk Management
  • Track completion of planned activities versus the approved workplan and critical path.
  • Flag delays, bottlenecks, and risks early and support mitigation planning with programme teams.
  • Support verification of deliverables required for milestone acceptance and payment processing.
  • Capacity Building and Coordination

Train programme staff and partners on:

  • M&E tools and reporting requirements
  • Data quality standards and evidence expectations
  • Work closely with Regional Coordinators to improve reporting discipline and field-level data accuracy.
  • Compliance, Audit, and Knowledge Management
  • Ensure M&E processes comply with client requirements, data protection standards, and audit expectations.
  • Maintain organised documentation to support audits, reviews, and final programme reporting.
  • Capture lessons learned and contribute to programme reviews and closure documentation.
