Monitoring, Evaluation and Research Officer

Contract: 3 years (renewable upon satisfactory performance)

Job Purpose

To develop, review, and implement a comprehensive monitoring, evaluation, and research framework and tools. This role ensures the measurement of progress, improves programme compliance with council standards and policy, and promotes accountability, learning, and performance.

Duties, Roles and Responsibilities

  • Design and implement the Council’s Monitoring and Evaluation (M&E) framework.

  • Develop relevant indicators for tracking performance and impact.

  • Coordinate data collection, analysis, and reporting on Council programmes.

  • Conduct periodic evaluations of the Council’s regulatory interventions.

  • Develop and disseminate M&E and research strategies, plans, and tools.

  • Organize regular reviews and assessments of Council activities.

  • Design and implement evidence-based advocacy initiatives.

  • Support resource mobilization efforts by generating data and evidence for proposals.

  • Establish and maintain networks and partnerships with research institutions and stakeholders.

  • Participate in the planning and budgeting processes of the Council.

  • Prepare and submit quarterly and annual performance reports.

Qualifications, Education and Competencies

Minimum Academic Requirements

Candidates must hold one of the following qualifications:

  • A Bachelor’s degree in Statistics or Economics plus a Postgraduate Diploma in Monitoring & Evaluation or Project Planning & Management OR

  • A Bachelor’s degree in any of the Allied Health Professions plus a Diploma in Management OR

  • A Diploma in any Allied Health Profession plus a Diploma in Management(All qualifications must be from recognized institutions.)

Experience

  • A minimum of three (3) years of relevant professional experience in monitoring, evaluation, and/or research, preferably with a reputable organization.


Key Competencies and Skills

  • Strong knowledge of M&E tools and methodologies

  • Proficiency in data analysis and reporting

  • Familiarity with health regulatory frameworks

  • Excellent organizational and planning skills

  • Good interpersonal and communication abilities

  • Ability to work independently and as part of a team

  • Report writing and presentation skills
